The Role:
Kazakhstan residents only




• Reports to Construction Manager and has responsibility to conduct inspections of in process and completed work, installations and testing to ensure compliance with project design specifications, drawings and RoK requirements, in a timely manner.
• Monitor Construction activities of the contractor and support/ advice the Permit to Work PIC (Person in Charge)
• Apply knowledge of Safety Procedures and oil processing occupational safety, construction by providing input to contractor safety plans, work permits, JSA’s, and contractor personnel training requirements and competencies.
• Conduct scheduled/unscheduled safety reviews/audits of work place, including JSA reviews, housekeeping reviews, and permit compliance reviews.
• Submit written reports with results of inspections and communicate the information to Construction Managers for problem solving.
• Provide support to contractors on Job Safety Analysis quality, work with contractors to help ensure JSA requirements and recommendations are appropriately implemented.
• Assist Contractors to obtain necessary documentation on occupational safety (SIs, General Emergency Response Plan, Safe Practices Manual, and RoK regulations).
• Assist in implementing Contractor Safety Program. Make recommendations to correct gaps discovered during routine work as appropriate. Be a safety process resource for Contractors.
• Be an on-site advocate and resource for Incident and Injury Free (IIF) process, supporting contractor IIF efforts.
• Lead or participate in incident investigations, assisting investigation team in determining causes and appropriate recommendations to address them. Provide consultation on classification of incidents, and implement follow-up corrective actions where indicated.
• Compile and submit information for routine safety metric reporting (JSA audits, miles driven, BBS Observations).
• Assist Project Team in preparing and conducting safety meetings for employees and contractors.
• Participate in pre-start up safety reviews to ensure proper start up of facilities.
• RoK Regulatory Field Support
• Assist Project RA in collecting and handling necessary information from Regulatory bodies.
• Assist Project RA in eliminating problems encountered and raised by regulatory bodies in the area of HES, Fire Safety during construction and operation of industrial facilities.
• Support in performing verification of PLSC (Permanent Labor Safety Certification) of project members and contractors in construction site.
• Emergency Response
• Support construction supervisors with emergency response functions as defined by Site Specific Emergency Response Plan.
• Assist and participate in preparing, conducting, and critiquing Emergency Drills on site. Support improvement in drill planning.
Assist Project Team and Contractor to develop and implement Site-Specific Emergency Plans.

Performance Level Initiative
• Improve English language skills in verbal business communication with expat as well as written reports and messages.
• Improve computer skills (Word, Excel, Access, and Power Point) to prepare good quality reports and other documents.
• Stay up to date on testing and certification by .
• Improve presentation skills through audience feedback, practice and peer or supervisor guidance.
• Identify and attend specific training courses related to job.
• Complete obligatory refresher training on time.



Specific Candidate Skills
The candidate for this position should have a higher technical education; professional safety degree is preferable.
Experience of working with contractors.
Be capable to work with regulations, technical documentation, RoK and international standards, SNiPs.
Good team-work and interpersonal skills, capability to learn and communicate information.
Good MS Word, Excel and Power Point skills.

• Play active role in project safety culture including participation in weekly Safety Audits, as requested. Make safety a natural part of all work performed.
• Weekly Safety Audits of all Areas of responsibility.
• Ensure good housekeeping at all times, and timely completion of actions to resolve safety issues.
• Interface daily with Construction Supervisors and Inspectors to determine needs and provide inspection coverage to meet Area requirements.
• Remain knowledgeable of safety policies and procedures and perform assigned duties in a safe manner and, while leading others, has responsibility for their safety and ensures they comply with established safety policies and procedures, and practice safe work habits.
