The Company:
Our Client is a Leading Global Operator in the Oil, Gas and Energy Industry. This role supports our clients Human Resources department and is based in our clients offices in London (West).

The Role:
This role supports the human resource management of staff and agency contractors in Iraq. Please note, business trips to Iraq is required for the role.

Purpose of role:
The HR Consultant actively partners with their Regional client group(s) in delivery of the Upstream Segment people and capability plan, priorities and processes. Within the Regional HR team they will support the delivery of the full range of people processes and locally defined priorities (employee relations, local compliance, nationalisation, emergency response, reward).

They also support the global Functional agenda of ensuring the right people policies, processes, tools and systems are in place to get “the right people, with the right skills, in the right place, at the right time”. As part of this role they maintain a deep partnership with their Functional HR tag in implementation of common processes and Functional plans.

Key relationships:
The HR Manager/Consultant/Advisor in the Region will need to cultivate relationships within their Function as well as across Upstream including liaising as required with:
• VPHR Region, as line manager, to agree objectives and review performance
• Their immediate HR teams to coordinate delivery of processes and provide guidance
• The Functional leadership as Functional client group
• Global Functional HRVP and HR advisors
• Specialist HR teams to assist (recruitment, reward, PPM, talent)
• Discipline Capability in the Region to ensure integration of processes
• External relationships as appropriate (JV, Government agencies, vendors)
• S&OR for all safety critical input into HR people processes

Key Results/ Accountabilities expected from role:
General
• Establish relationships with assigned Function and understand the end-to-end processes and roles
• Maintain high visibility with client groups at all locations
• Deliver quality HR service to client groups, focussing both on team leader & employee customer needs. Ensure efficient implementation of all HR activity including recruitment, performance management, employee relations, reward, L&D & Emergency response
• Deliver against specific accountabilities as identified in the Regional people plan

Recruitment
• Deliver resourcing activities, including headcount planning & governance and recruitment in partnership with Recruitment teams and Functional Managers and recommend offer details for position
• As a member of Regional HR team effectively implement the Regional people agenda in client groups
• As Functional tag (where relevant) effectively implement the Functional/divisional people agenda in client groups and escalate interventions as required.

Reward and Performance Management
• Execute Performance Management & Reward in line with country and our client’s own standards and requirements, providing input into promotional recommendations and promotion budget (in the Region only)

Deployment
• Ensure internal deployment in Region is being managed to Segment common process, including record keeping, and conduct quality checks regularly
• Perform Regional on-boarding of new hires and exit process

Learning and Development
• For non-hub locations, work with Upstream Learning, S&OR and the DC organisation to deploy learning offers

Motivation and Engagement
• Provide HR advice to client managers and employees. Intervene and challenge when appropriate (CoC, D&I, fair process, meritocracy). Demonstrate commitment to S&OR priorities within client groups
• Provide input to Employee Relations decisions (disciplinary, grievance) as required
• Support line managers in building a positive work environment via open and 2-way communication
• Coach and guide line managers in appropriately handling employee relation issues within client group. When necessary act as conflict mediator and investigator to ensure resolution of employee relations issues
• Facilitate any organizational and/or individual management of change process that relate to major changes in accountabilities within the Regional

Functional team
• Analyse Pulse data and execute Functional action plan, and support Regional action plan
• Champion values and behaviours, holding client groups to account for deviations in day to day working

Talent
• Own Regional and Functional core data in home HR systems (SAP, TAS, P3, etc) and be accountable for 100% accuracy in that data
• Interpret data and use KPIs to inform business decisions
• Own the agenda for and facilitate execution of Talent Review for client group in the Region with feeds to Function HR for SLL levels
• Provide input into CAPS and Advisor nominations process

Compliance
• Own HR compliance agenda for their Function in the Region
• Participate on Emergency Response Team activities and stay current on related training
• Support delivery of Region OMS plan, and implement the 5 HR owned elements in line with Segment standards

Other
• May act as Regional tag for a specialist area (e.g. talent)
• Be aware of and bring in information from external sources (e.g. JV, Governments, Vendors) to support decision-making and business impact
• Act as facilitator for monthly Capability Forums for the Function in the Region (where appropriate)

Essential Skills / Qualifications:
6. Knowledge/Skills/Experience
• Degree educated with CIPD qualification
• 8-10 years’ generalist HR experience, some of this experience should involve partnering with international client groups or working overseas
• Culturally savvy and skilled in managing change in international environment
• Team player, adaptable, highly organised
• Willing to spend up to 10 days per month in Iraq
• Arabic(gulf) language skills would be ideal
