The Role:
The HR Manager - Indonesia originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and on going development of a superior workforce.
The HR Manager - Indonesia coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Managing Director and serves on the executive management team; and assists and advises company managers about Human Resources issues.

Strategic:
• Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, counselling, pay and conditions, contracts, training and development, succession planning, moral and motivation, culture and attitude development, performance appraisal and quality management issues.
• Establish and maintain appropriate systems for measuring necessary aspects of HR development.
• Liaise with other functional / departmental head so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purpose and achievements.
• Maintain awareness and knowledge of latest HR development theory and methods and provide suitable interpretation to directors, managers and staff within the organisation.
• Contribute to the evaluation and development of HR strategy and performance in co-operation with the executive team.
• Ensure activities meet with and integrate with organisational requirement for quality management, health and safety, legal requirement, environmental policies and general duty of care

Recruitment & Selection:
• Get the right people in to the business and maintain the resource readiness when the needs arisen.
• Take active part in building the “Muscle” of succession planning and for the growth of The Local Company.
• Ensure job descriptions of all positions are accurate and up to date

Compensation & Benefit:
• Oversee the design and development of compensation strategy and programs to ensure regulatory compliance and competitive salary levels and assure that employee gain fair & competitive compensation & benefit which at the end maintain the strength of the organization.
• Evaluate and recommend improvements to benefit programs Audit and authenticate all documents related to legal, salary statements and distribution, policies etc.
• Align the country level C&B policy to iAsia HQ, Singapore.
• Direct the administration of benefit programs to include: health, retirement, death, disability, and unemployment.

Performance Management:
• Plan for employee’s performance appraisal; develop tools for appraisal, job evaluation and development.
• Coordinate company equal opportunity programs to achieve diversity goals.
• Work with Senior managers to develop three year business plans for the company.
• Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures.
• Recommend and maintain an organizational structure and staffing levels to accomplish company goals and objectives

Learning Management:
• Create company strategic training and organizational development plan to meet personal, professional, and organizational needs of company employees.
• Plan and direct for Training of employee including senior managers, maintain contact with outside resources for training.
• Plan, and deploy Learning & Development Centre within The Local Company. The objectives are training plan and development for each employee, and assure that employees get the trainings needed to develop them for the next level.
• Build 2nd level of expertise for each key position
• Manage and develop direct reporting staff.
• Evaluate company culture and provide recommendations on changes to accomplish company goals and objectives.

Industrial Relation:
• Recommend and establish company policies and procedures.
• Monitor, measure and report on HR issues, opportunities and development plans and achievement within agreed formats and timescales.
• Develop and Maintain healthy relation with Government and Non Government Organizations for better and fast functioning of organisation.
• Coordinate the administration and negotiation of union contracts.
• Develop and coordinate grievances and immediate workplace disputes.

Budget:
• Develop and manage annual budgets for the division and perform periodic cost and productivity analyses
• Manage and control departmental expenditure within agreed budgets.

Human Resources Information System:
• Evaluate procedures and technology solutions to improve human resources data management.
• Assure all employee data are well managed in eTool 4People, Company Information System.
• Evaluate and recommend human resource outsourcing opportunities and identify potential vendors.

Other duties as assigned
• Strategic plans approved by the Managing Director.
• Key Positions are filled with qualified people.
• Accurate & up to date Job Descriptions, HR reports, Payroll & Transfer.
• Participations & Effectiveness of training plan.
• Employee participations on The Global Company Performance & Development.
• Established succession planning.
• Minimum amount of employee grievance & dispute

Essential Skills / Qualifications:
• Bachelor Degree in Human Resources Management
• Preferable 5 - 10 years experience in the HR field with at least 2 years managerial experience
• Proficient in English, MS offices
• Meticulous, mature and able to work independently
