The Company:
A Major Oil & Gas Operator is seeking a HSE Advisor to provide onsite management of contractors for a petrochemical project in the Greater Pittsburgh area.

The Role:
Assess risks of site operations and, to control high risk activities such as construction and to support implementation of HSE MS at sites.
Secure resourcing as determined by assessment (e.g. Site Safety Coaches, support staff to address onboarding, behavioral safety, incident investigation, emergency response, etc.).
Periodically review performance of various site contractors in their scope of responsibility and implement performance improvements.
Assure uniformity in training and competence standards and implement site standardization programs
Accountable to Project Managers and Construction Manager for facilitating the delivery of Goal Zero for hazardous operations, including operations carried out by high risk contractors.
The position will report to Projects Construction HSSE Manager for day-to-day activities. Prime Functions include:

• Management of consistent implementation of Construction HSSE program and process all proposed changes using the program MOC for the project.
• Construction HSE focal point for implementing Construction HSSE program.
• Provide technical input and subject matter expertise (SME) with respect to the Construction HSSE program.
• Support the HSE Teams in monitoring, reporting of compliance and assurance against Project/Group HSSE objectives/targets as well as Performance Monitoring and Reporting (PMR) requirements.
• Monitor medical facilities, security plans and emergency management procedures are in place and working within a project.
• Participate in pre Qualification and evaluation of Contractor HSE site specific programs as applicable
• Participate with Contractors or tier Contractors in subsequent pre-mobilization meetings, inspections, etc are in compliance with Project Specific HSE Program.
• Ensure that process is in place for Contractors, subcontractors’ management and field management / supervision to ensure continued commitment to: HSE management and demonstrate their commitment; building leadership competence related to identifying and remedying unsafe conditions or at risk behaviours.
• Oversee contractor and subcontractor’s Occupational Health management, including application of the project “Fitness to Work” procedure
• Maintain the HSE-related records and documentation and ensure that contractors comply with project agreed record retention requirements.
• Liaise with Project HSSE Manager and / or Construction HSE Manager Major Projects on core team resource requirements (people, major equipment, etc) for follow up and implementation at senior management level.
• Coordinate general site specific HSE training for all personnel within project established procedures in conjunction with the HSE Systems Lead.
• Ensure co-ordination with respect to scheduled internal or external project audits.
• In conjunction with company and Contractor project management and/or project contractors, coordinate thorough investigation of all incidents and actively participate in RAM3+ incidents
• Conduct unscheduled and scheduled inspections of work areas in conjunction with project management, contractors and employees as applicable

Essential Skills / Qualifications:
10+ years of heavy construction site safety supervision in new build and turnaround type operations, upstream and downstream Demonstrated ability to design and implement teams to deliver specific missions.
