The Role:
Role synopsis

The HSE Advisor provides generalist HSE support to the COMPANY's property management department supporting facility operations, office services, projects, and office occupants. Helios Plaza is a special purpose trading facility with specialized infrastructure including a gas-fired co-generation plant to generate power for the building. This facility is part of COMPANY’s Houston West campus which houses over 8,500 staff.

COMPANY utilizes diverse contractor workforces providing a wide range of services for facility operations and services, and for projects. The HSE Advisor will work with these contractors to assure the contractors operations fully meet COMPANY’s HSE requirements. This position will also support Office Safety programs for the 1,000 office staff located in the building.

This position reports to the West campus HSE Team Leader, but will work within the HP building team, maintaining a strong working relationship with the Site Manager, Operations Manager and Business Unit HSE Manager, and their teams to deliver HSE programs to manage and reduce HSE risks.

Key accountabilities
Provide HSE support for operations, facility services, and projects for assigned buildings.
Work closely with line management to implement and embed HSE programs to reduce risks.
Coach and guide the facilities leadership team on their HSE roles and accountabilities.
Utilize COMPANY HSE programs including compliance, audit, inspection, training, HSE reviews, risk assessments, incident reporting and others.
Lead implementation of COMPANY’s new HSE management system for the department.
Develop and maintain risk register working with senior management to assure risk reduction measures.
Provide assurance for conformance to regulatory and COMPANY HSE requirements.
Manage compliance programs for specialized building systems and co-generation plant.
Work with Business Unit HSE staff to support Office Safety for the building occupants. Programs include Office Safety awareness and engagement, communications, and HSE services.
Work with occupants to address any HSE concerns. Support interface with property management contractors for resolution of building-related HSE issues.
Lead HSE programs for specialized building systems, building modifications, and special projects.
Apply HSE expertise to ensure safe work practices, such as permits, LOTO, JSA, HSE Plans and similar.
Work with project managers, designers, and general contractors to set COMPANY’s HSE expectations and to monitor HSE conformance.
Ensure planning of HSE requirements into project design and participate in peer reviews. Review sub-contractor selection, approve project HSE plans, ensure HSE training, audit project, and address HSE issues with contractors.
Provide incident reporting and analysis for management reporting, and for trends for HSE program improvements.
Work closely with other HSE staff on delivery of campus-wide HSE programs (e.g., energy isolation, driving safety, etc.).
Participate in incident investigations as a root cause specialist.
Participate on Incident Management Team during emergencies and exercises.

Essential Skills / Qualifications:
Essential Education
Bachelor’s degree in Safety, Environmental, technical field, or similar; professional certification would be beneficial (e.g., Certified Safety Professional)work.

Essential experience and job requirements
Must have 5+ years experience in an HSE role in an industrial operating facility
Must have 5+ years experience working with contractor HSE management systems
Must have experience working with Office Safety programs for office staff
Experience in each area of Health, Safety, and Environmental is beneficial

Other essential skills and knowledge
Strong communication and written skills to work across all levels of the organization.
Ability to lead, motivate, and influence others without formal line accountability.

Desirable Skills / Qualifications:
Desirable criteria & qualifications
Experience in HSE for office building property management (e.g., maintenance, janitorial, food services, etc.) would be beneficial
Fluent in Spanish language would be beneficial
