The Role:
This position is for the candidate who can speak Korean fluently so as to control Sub-contractor workers

Position : HSE Advisor

Mission

· As a member of the HSE team, he fully understands and promotes HSE policy’s and HSE objectives for the project.
· HSE supervision of the daily construction activities incl. Non-SIMOPS and SIMOPS activities for the project.
- Special HSE focus on scaffolding activities and working on height + lifting and rigging activities
Scope: 3 modules built in SHI yard (Process10 000 T, Utility 10 000 T, Flare 2000 T)

Activities

- HSE Supervision of the Construction activities for the project.
- Perform, in a regular basis, Health & Safety inspections in compliance with CPY HSE policy and expectations
- Ensure that all works are performed without any risk for surrounding areas.
- Perform and establish good communication between Company and Contractor
- Prepare and perform presentation & Inductions
- Administrate POB/ Training / Incident investigation / CTA lead &reporting etc. including using Synergy (HSE software)
- Ensure that all site personnel wearing appropriate PPE
- Ensure that all activities related to working on heights are performed in a controlled and safe matter
- Ensure that Contractor and its sub Contractor comply with the Scaffolding requirements
- Permanently patrols the site and indentifies scaffolding activities and the associated potential& actual risk
- Checks that area is barricaded during erection and dismantling of scaffolding and that scaffolders are using appropriate fall protection.
- Inspect and monitoring that scaffolding material confirms to the standards and correctly usage
- Ensures that the scaffolding tagging system is well implemented and that scaffolding inspections are carried out periodically by qualified personnel
- Check that scaffolding is erected , modified and dismantled only by qualified personnel
- Obtains and reviews procedures , certificates and drawings related to scaffolding
- Control and participate in Toolbox meetings
- Monitoring of site lifting activities
- Attending and guidance of critical lifting, are performed according PTW and associated JSA requirements
- Performing lifting gear s and equipment inspections , and check if the yare in line with the inspection and color coding + defected gears and equipments moved and banned from the Project Construction area
- Check that all lifting material and equipment are used within the correct weight limits
- Check lifting performances related communications between associated lifting personnel and the identification of the Person in charge.
- Ensure that there will be NO load lifting activities over personnel and the warnings precautions and barriers
- Ensure correct slinging & rigging of materials prior to be lifted
- Participates in incident investigations
- Promotion of the Project HSE policies including of safety observations incl. the close outs as well housekeeping activities
- Check and monitoring of environmental conditions are correct implemented and maintained during the hole Construction phase
- Participation and observations of Emergency drills organized by Contractor
- Replace HSE Lead in case of absence


HSE Roles and responsibilities

As any other CPY personnel on site:
- Adhere to and effectively communicate Project HSE Policies.
- Proactively intervene where HSE deficiencies are identified and report.
- Being “visible in the field” and “walking the talk” with HSE as a priority.
- Attend Project HSE meetings, training and inspection as when invited to.
- Consult HSE team in the execution and planning of key critical activities.
- Attend Safety tours and specific Inspections at least once a week.
- Ensure that HSE procedures & Policies are properly implemented.
- Monitor safety statistics, and initiate improvement plans. Ensure that all incident sand anomalies are properly reported and analyzed.
- Participate, carry out JSA and hazard reviews, communicate HSE notices and implement and follow up on corrective actions as required.
- Promote Contractor HSE management improvement’s and safe working practices
- Motivate Contractor, Sub Contractor and Company personnel in order to achieve HSE targets

Context and Environment

- International and multi-cultural environment.
- Position permanently based in EPSCC1 Topsides contractor premises (SHI Yard in Geoje, South Korea)
- Possible mission abroad.

Essential Skills / Qualifications:
- Large experience on similar topside at equivalent position.
- Senior in Rigging & lifting experiences
- Senior in Working on height + scaffolding activities
- Familiar with General Specifications.
- Highly skilled in computerized software’s required for presentation, reporting, analysis (Word, PowerPoint, excel) and also Synergy (HSE Software)
- Korean& English fluent.
- Offshore construction back-ground and experience with Korean yards, and projects.
- Professional Experience (number of years) : 15
- Experience within project : (number of years) : 10
