The Company:
My client's head office in Staines and main engineering office in Hedon, they operate the Rough gas storage facility in the southern North Sea, the York off and onshore gas processing facility and the Easington onshore gas processing terminal in East Yorkshire. Their Rough gas storage facility, the largest in the UK represents around 75% of UK’s current storage capacity. Gas is stored in the Rough field on behalf of a large number of customers, including utilities, gas traders and gas producers.

The Role:
•Advise CSL’s project execution team and appointed contractors to ensure delivery of construction and commissioning phases of the YOCP in accordance with Health and Safety, Environmental and Security Policies, procedures, standards and Culture of Care.

•Advise on the safe management of the construction and implementation activities of CSL selected contractor’s in line with design intent, in accordance with operational constraints and asset planning, and ensuring maintenance of asset integrity.

•Through visible leadership set the HSE expectations and performance standards for YOCP in line with CSL business principles and group major project governance standards.

•Engage the project management team and appointed contractors, sub-contractors and vendors to effectively manage and deliver the YOCP (c.£20M) within a brownfield top tier COMAH site (CSL’s Easington Gas Terminal) with the objective of an incident free workplace.

•Act as CSL project HSE representative on site and liaise with Principal Contractor (PC) Site Management Team, Terminal Management Team, Terminal HSE advisor, PC HSE Advisor, Optimus Behavioural Safety Coach and project personnel


•CDM Client representative on site exhibiting effective safety leadership to demonstrate CSL’s expected HSE behaviours.

•Instil and role model the CSL purpose, beliefs, values and leadership behaviours in all day to day activities.

•Promote CSL’s “Culture Of Care” and in particular positive intervention / observation and recognition of safe behaviours.

•Support the development of individuals and workparties in meeting CSL safety behaviour expectations and to maximise their contribution to HSE performance.

•Facilitate a “One Team” approach with all parties on site and an integrated approach to HSE management including weekly HSE site meetings.

•Promote best industry practice in construction HSE management.

•Ensure CSL applicable HSE standards, procedures and expectations are consistently applied on site by the Principal Contractor, Contractors, Vendors, Suppliers, Visitors and the Workforce.

•Ensure quality and suitability of contractor construction HSE documentation including: • periodic review of the Principal Contractor’s CDM Construction Phase Plan; • client review and approval of Risk Assessment Method Statements (RAMS) / Workpacks; • Permit To Work (PTW) audits; • checking of Point of Work Risk Assessments (POWRA); and • review of Accident and Incident Investigations, ensure close-out of corrective actions and briefing of learnings.

•Lead CSL Accident and Incident Investigations (where required), ensure close-out of corrective actions and briefing of learnings.

•Facilitate leadership site tours and ensure close-out of actions arising.

•Facilitate site inductions, training and Time Out For safety (TOFS) in liaison with the Principal Contractor.

•Verify the competency of site personnel in liaison with the Principal Contractor.

•Maintain and monitor site HSE performance records and input into weekly and monthly reporting co-ordinated by the Project HSEQ Manager including reporting into myHSES

Essential Skills / Qualifications:
•NEBOSH Diploma or equivalent.
•Significant recent and relevant experience in a similar position on major construction projects in the UK within either the Oil and Gas industry or other major accident hazard process industries either on-shore or offshore.
• Accreditation with a recognised institute/association is preferable.
• Demonstrable safety leadership skills and experience of working within a “Culture Of Care” environment.
• Demonstrable working as part of “One Team”.
• Excellent communication skills and ability to foster wider relationships within Centrica.
• Well-developed planning and organisational ability.
• The ability to make key decisions, act with authority, demonstrate leadership skills and retain the confidence of the team
