The Role:
To manage, plan, develop and implement HSE-Operating Systems. Manage the HSE functions and provide support to the entire base .Ensure that the group HSE Requirements are clearly communicated to the region and audited. Ensure compliance with regulations. Supervise and mentor engineers, provide coaching.

• To be responsible for the HSE management system and development of other site within the Thailand Business Unit
• To drive the performance of Group and Business area and HSE strategies within the Thailand Business unit
• To develop, coordinate and direct the implementation of local HSE programmes and processes tailored for the business unit
• To provide competent advice and guidance to line management to ensure Statutory and Contractual compliance obligations are met
• To develop and monitor business unit regional HSE annual plans, ensuring these also reflect Business Area and Group plans
• To devise and implement strategies and programmes to develop a safer culture where all employees are fully engaged in pro-active incident prevention activities with focus on employees’ behaviours
• To provide support to the company’s Tendering processes regarding HSE
• To promote Aker Solutions and Client HSE Management System ensuring work is carried out safely. Interface directly with clients on all HSE matters
• To advise line management of any legislative requirements and make any recommendations necessary.
• To work closely with the local statutory bodies (Ministry of Labour, etc) to ensure compliance and updated site’s knowledge on OSH related issues e.g. Annual Factory & Machine Inspection (such as for lifting equipment and pressurized equipment)
• To identify, monitor and maintain safety training requirements and make any recommendations necessary.
• To coordinate with other disciplines and the management team to fulfil Aker Solutions and Client HSE requirement.

• To assist in development of Job Hazard Analysis, Risk Assessment, Safe Operating Procedures and Work Instruction.

• To disseminate information, lessons learnt and promote safety awareness to all employee and subcontractor.

• To participate and advise in investigations of accident, incidents, near miss and hazardous conditions. Be responsible for ensuring all external and internal Incident and performance reporting requirements are fulfilled

• To consolidate and analyze WorkSafe submission for identification of Unsafe Acts and Conditions. Promote and rollout behavior based safety programmes.

• To develop and monitor HSE program e.g. HSE campaign, HSE Day.

• To coordinate the development of emergency exercises. Formulate a matrix to cover relevant scenarios which covers the companies proposed work scope.

• To prepare HSE weekly/monthly performance and statistic reports. Monitor performance of HSE and communicate monthly performance report to the operations and HSE line management.

• To develop, monitor and evaluate subcontractor HSE Performance and plan for improvement.

• To develop and monitor HSE leading indicator as per Aker Solutions HSE KPI Targets.

• To carry out routine site inspection and pre start work HSE requirement verification.

• To deliver HSE related training on required regulatory, corporate and site-specific topics.

Essential Skills / Qualifications:
• Thai national.
• Strong professional qualifications , including a recognized Health & Safety qualification (a relevant degree or equivalent is preferred)
• Minimum 7 to 10 years experience in an HSE responsible role, with at least 3 years in a supervisory capacity
• Working knowledge of ISO 14001 and OHSAS 18001 standards and advanced knowledge of all OSHA rules.
• Recognized Lead Auditor qualifications
• Strong presentation skills and excellent interpersonal skills. Experience as a trainer is highly desirable.
• This position requires strong leadership, communication and organization skills and the ability to drive change management programmes
• Ability to demonstrate initiative and assertiveness.
• Ability to plan and work well under stress and time pressure
• Cross-cultural awareness is highly essential.
• Able to communicate well in English and Thai.
• Experience in oil and gas operations will be an advantage.
