The Company:
Our client (big foreign company in oil&gas sphere) opened positions for 12 HSE Audit and Quality Control in Western Siberia (rotation):

Fluent Russian &English srtictly required. Eligibility to work in RF is strictly required.

The Role:
1.4.1. Audit Methodology

o Review all aspects of the field operation, including vehicles, to ensure that local, national and international (IAGC and OGP) industry standards are met, along with agreed contractual specifications.

o Carry out the programmed inspections and audits previously defined by HSE head.

o Meet with Company and Seismic contractor management 5to outline the remit of the audit prior to departure to the field/ crew.

o Conduct the audit in an open and constructive manner, in co-operation with all involved parties including the seismic contractor´s management and safety representatives, to find practical solutions for each problem encountered.

o The audit will involve the following:

• Site visits to all field operations, inspections of vehicles and facilities, and interviews with key personnel. The auditor should meet as many personnel as practicable,
• Conduct a full review of the contractor safety documentation and safety plan and how this integrates with client safety plans. Examine crew communications emergency response plans, medical and first aid cover.
• Inspect all potentially high risk operations, including the use of vehicle and seismic energy sources, to measure that suitably trained and experience personnel are working safely and efficiently with correctly maintained equipment.
• Inspect camp facilities to ensure that the welfare of all the crew personnel is in accordance with requirements of RF legislation and industry - accepted standards. These inspections should include the check of living caravans, kitchen, laundry, toilets and shower rooms, storage places of water used for portable and household needs, collection sites of waste, collection and disposal of sewage water, fuels and lubricants storage site.
• Review crew reporting and training procedures to ensure that safety meetings, tool box meetings, briefings, unsafe act auditing and risk assessment are being correctly carried out.
• Conduct environmental inspections according check-lists (which should be developed and agreed with Environmental specialist of Company).
• Inspect camp facilities (if applicable) to ensure that the welfare of all the crew personnel is in accordance with industry –accepted standards.
• Review crew transport methods, especially of personnel.
• Conduct a full audit to all subcontractors companies on crew, and review subcontractor’s contracts.
• The auditor should provide a list of agreed actions points on departure from the crew which will be agreed by all parties to ensure that a timely corrective action is carried out. The audit should conclude with a formal review meeting between all involved parties to cover all aspects of the audits findings, to ensure that there is no ambiguity in the audit and that many actions which are required will be implementing. The auditor should submit a full report on completion of the audit.
• Conduct environmental inspections according check-lists (which should be developed and agreed with Environmental specialist of Company).

The HSEQC Consultant will be instructed on how to interact with the system.

1.4.2. HSE Quality Control

Demonstrating the belief that all injuries are preventable reasonably, and participating in the investigation of all near misses and incidents.
Working with contractor`s HSE advisor to coordinate safety management on crew.
The day to day duties of the QC consultant who is to be performing this service, who may also be the same individual conducting the HSE audit service, will include but not be limited to:
o Ensure the compliance of the contract signed between the seismic contractor and Company.

o To ensure that Contractor understands and complies with the bridging document.

o To ensure application of requirements those come from Project Manager.

o Daily update of the remedial work plan prepared for the seismic contractor.

o Conduct pre-use equipment inspections of major equipment using an approved checklist

o Supervise critical procedures where timing and access allows.

o Reporting on daily bases information through Company´s GARS (Geophysical Activity reporting System)

o Maintain statistics on monthly bases using GARS and provide monthly HSE statistical Data to Company Gama Coordinator.

o Participate in reporting of incidents, and investigation of them, and corrective actions. Information will be send to HSE Company Geophysics.

o Take immediate corrective action in situations where imminent serious or major unsafe acts or conditions exist.(right to stop the job)

o Participate in reporting hazards no identified previously, coordinate hazard reporting and development of actions plans.

o To ensure that the PPV meter is being used every time the crew approaches any structure and the safety distances are strictly applied.

o Require the Seismic contractor to investigate also incidents applying his own methodology.

o Participate in, assist in coordination and assist in evaluation of various emergency drills, in development of actions plans resulting from evaluation of drills.

o Monitor action plans resulting from inspections, hazard reporting, emergency drills, and incident investigations.

o Participate in safety meetings and document attendance and topics.

o Monitor personal protective equipment usage and advise management when replacement is needed.

o Ensure that contractor complies with all the Company HSE Policies.

o Conduct weekly and random inspections of each work unit using an approved checklist. Participate in development of action plans to address identified hazards. Report inspection results in writing to Seismic Contractor party manager and company on a weekly basis.

o Watch over the fulfilment by seismic Contractor about:

• Planning and control of daily HSE meetings.
• Feasibility and validity of ERP
• Compliance with all training activities, drills, safety programs, programmed in the HSE project Plan.

Essential Skills / Qualifications:
Preferably, QC supervisors and HSE will already have experience in the area. Fluent English and Russian, spoken and written are required. Some knowledge of Spanish is desirable. Proposal personnel must be fit in accordance with UKOOA or equivalent medical requirements.

More than 10years experience in geophysical operations, with 5years experience as HSE advisor/HSE auditor and 5 years in a supervisory capacity. Preferably OSHA or equivalent qualifications: Strong knowledge of geophysical operations.
The HSE representative shall promote safe and health working environment on crew. He is in charge of promoting environmental and biodiversity practices.
If the HSE representative believes that an operation, task or condition presents a hazard to life or health, he must immediately act to correct the condition. If the task thereafter cannot be safely carried out, the HSE representative has the duty to stop the work.
