The Company:
Our client is one of the leading oil & gas construction companies in Azerbaijan. They are currently working on a construction of deep water jackets in the Caspian Sea.

The Role:
The HSE Coordinator (Azerbaijan citizen) is the person assigned to supervise, support and provide guidance to HSE personnel at the various sites to enable them to execute their duties and achieve high standards of HSE.
He has to assist Site Line Management in ensuring work sites are safe and secure.
He will manage on a day to day basis the HSE Team at the worksite.

His responsibilities include, but are not limited to, the following:

Coordinate and manage HSE team under direction of HSE Manager.
Recommend safe working practices in the onshore/offshore oil and gas industry.
Provide assistance to HSE manager as directed.
Formally conduct HSE meetings with project team and subcontractors as necessary.
Provide advice, administration, support and responses necessary to assist site management to fulfil their safety responsibilities in accordance with legal requirements and Company’s safety policies in order to maintain safe working conditions for employees and site facilities.
Ensure Risk Assessments, Inductions, HSE Procedures, applicable technical standards are known with site personnel and are well understood;
Identify and report any areas that require support from the HSE Manager to that entity.
Pay special attention to HSSE management of (major) Sub-Contractors.
Ensure actions for the site from HSSE meetings, SO’s, Audits, Inspections and other instructions are implemented.
Inform HSE Manager of needs for improvements in procedures, training, instruction, information materials and/or equipment, etc.
Conduct audits and inspections (SOSs, GIRs, SOCs, RTCs) in order to measure the degree of compliance with legislation, regulations, procedures and instructions.
Assist HSE Officers in performing Risk Assessments, when required.
Conduct and take part in regular meeting and communication with representatives of Client & Subcontractor with regard to Health, Safety & Environmental issues.
Responsibility for ensuring that all activities comply with applicable Health, Safety and Environmental requirements, and that personnel are not subjected to situations of unacceptable risk.
Participating in any external or internal audits which may be conducted.
Monitor and control the application of Emergency and Contingency Plans.
Work with Managers and Supervisors to update training requirements, in conformity with job requirements;

Essential Skills / Qualifications:
Education: Degree qualification preferred
Working Experience: Must have minimum 5 years in HSE role oil and gas
Knowledge of Languages: English (fluent), Azerbaijani (fluent), Russian (preferable)

Desirable Skills / Qualifications:
NEBOSH qualification desirable
Reference from the previous employer x 2
Be fluent in standard software for PC such as MS Office;
