The Role:
To provide HSE expertise and direction to the project. To ensure HSE governance of the project and compliance with legislative and corporate requirements. To provide a consistent independent HSE perspective. The position will ensure all HSE related aspects of the project are robust, that the decision-making process is sound and generally in accordance with the company systems.

Primary Functions:

• To provide HSE advice and support to the project management team, contractor(s) and vendors throughout the project life cycle.
• Assist the contractors and vendors in meeting the HSE requirements as well as the specific project and corporate safety goals/objectives. Monitor HSE performance against same.
• Ensure during all stages of the project that the project conforms to the applicable HSE legislation, Capital Project Management System (CPMS) and best practices. Act as Principal HSE Assurance authority for the project.
• Ensure that the design in all areas of responsibility is in accordance with the Basis of Design, Company HSE and quality standards, relevant codes and specifications, and that HSE issues are given priority.
• Ensure a consistent approach to Process Safety Assessments, VIP, HAZID, HAZOP, ENVID, PUWER, CDM and other safety, regulatory, peer and operations reviews through guidance and participation as a primary contributor.
• Manages the CDM regulations activities on behalf of the project.
• Ensure that Sustainable Development and Climate Change assessments are carried out and tracked throughout the project lifecycle.
• Ensure a suitable tracking tool is employed by the project/contractor to ensure all HSE actions are closed out within the required time frame.
• Monitor HSE consultants to ensure the correct understanding of their work scopes and their timely and satisfactory completion.
• Closely monitor contractors and suppliers to ensure compliance with HSE contractual requirements, producing the required KPI’s and reports.
• Assist in ensuring that all required input is provided for regulatory, permitting, licensing and certification issues associated with the Safety case and other supporting legislative requirements.
• Assist from an HSE perspective in the development of design, fabrication, manufacturing, construction, installation, testing and commissioning procedures and play an active role in planning and implementation of design, fabrication, manufacturing, construction, installation, testing and commissioning activities.
• To liaise with the operations groups to ensure that the necessary interfaces have been established and maintained.
• Establish an incident/accident reporting and management system in line with company and corporate requirements.
• Develop and mange safety incentive schemes as required by the project.
• To facilitate knowledge sharing on HSE related topics between projects.

Essential Skills / Qualifications:
• Solid technical/engineering skills with a thorough knowledge of applicable HSE codes and standards.
• Commitment to the implementation of the company safety, environmental and quality policies and philosophies.
• Strong interpersonal skills, with ability to forge productive working relationships with project, operations, and contractor personnel.
• Proven leadership ability including the ability to take a lead role and ensure the project intent is delivered on time, to budget, and to the required quality.
• Ensure robust HSE systems and procedures during design, engineering and construction, and coordinate HSE into design and engineering.
• Ability to review and understand critical HSE issues at an early stage.

Desirable Skills / Qualifications:
• Well-rounded oil and gas industry professional with significant experience in HSE in projects or operations.
• Operations and/or Project experience with broad enough knowledge and confidence to discuss issues and opportunities with project management, engineers and HSE professionals.
• Educated to degree level or equivalent in an appropriate HSE discipline.
• Knowledge of relevant UK HSE Legislation.
