The Role:
1. Participate to HSE design activities during FEED to ensure compliance with LR2 project requirements.
2. Manages and develops HSE activities and personnel to achieve high productivity and quality work products safely and effectively.
3. Manages, develops and implements strategies, activities and audit protocols for complying with Project requirements.
4. Establishes and maintains relationships with Refinery, Primary Contractors and Sub-Contractors employees at all levels to encourage HSE commitment
5. Plan, implement and coordinate programs to reduce and eliminate injuries, illnesses, deaths, environmental damage, and financial losses.
6. Ensures steps are taken so that design is in compliance with regulations and Laffan Refinery Company and refinery HSE requirements in a manner that meets the intent of the regulation and is reasonable to implement.
7. Ensure that appropriate regulatory authorizations are obtained in a timely manner.
8. Implement safety management system. Verify that this system is being followed on a routine basis.
9. Advise Project Management on HSE matters.
10. Prepare a Safety Concept document that defines the owner's requirements during the design and engineering phase.
11. Implement a site safety plan taking into account the possibility of inexperienced construction labor force.
12. Develop HSE initiatives and incentive programs. Periodically evaluate them for effectiveness
13. Liaise with insurance companies via Laffan Refinery and Qatar Gas
14. Promote HSE training and awareness programs for entire staff
15. Maintains records, reports, and documents required to meet corporate and regulatory requirements
16. Identifies and approves overall HSE project plans, contractual arrangements, schedules, activities, and milestones.
17. Establishes project HSE staffing requirements

Essential Skills / Qualifications:
a) Minimum of ten (10) years experience in refining and/or petrochemical/chemical environment. In-depth knowledge of Qatar regulations, Qatar Gas HSE requirements, permitting requirements and processes is essential.

b) Computer literacy, involving the use of project simulation and spreadsheet software

c) Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

d) Read, write, and speak fluent English, especially as it applies to technical communications
