The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
This position is key to ensuring the contractor delivers on the Projects commitment to safe delivery across all Project sites. The site HSE lead will have a number of direct reports in the form of local hire HSE Inspectors.
And will act as the project focal point for Safety, with specific focus on supporting the design and preparations for the GPO Korea scope of works, in an across Project Safety Role to ensure consistent standards are aligned, reached and maintained on all Project locations.
The HSE Lead shall provide an overall coordination role for HSSE input into key project deliverables such as and the HSSE Management Plan.

1. Provide competent HSSE support and ensure timely input of HSSE requirements to the Project documentation.
2. Ensure the HSSE Plan and the various guidance documents have been transferred to Contractors & Sub Contractors and are being followed. Ensure that the Leadership Team has a clear understanding of the HSSE Management Plan. Provide appropriate support, advice and influence to the construction and commissioning teams to promote a culture that supports the achievement of the company HSSE goals.
3. Agree appropriate levels of HSSE interaction and intervention for the project with Construction and Commissioning Managers. Work with HHI Management and HSE resources to develop effective relationships, and promote successful HSSE performance in line with BP expectations.
4. Ensure that the Project complies with the HSSE requirements within the BP Operating Management System (OMS) and Major Projects Common Process requirements as identified by the Project HSSE Manager.
5. Ensure all the projects incidents are correctly reported, appropriately investigated and effective remedial actions are agreed, and closed out. Identify incident trends, contractor performance issues and assist with developing mitigating strategies and programmes.
6. Ensure that HSSE verification and oversights are performed to an agreed plan, including ad-hoc audits in areas such as Golden Rules, Working at Height, Confined Space Entry, and Pressure Testing.
7. Monitor Key Contractors KPI's for performance across the scope including vendors & sub-contractors. Be part of the development of Performance Improvement Plans for contracting companies performing below expectation.
8. Ensure relevant HSSE performance data is provided on time from Contractors from within the project scope. Monitor performance and make appropriate recommendations for follow up to Delivery Managers. Provide input to Project monthly reporting as required.
9. Ensure the HSSE risks are reviewed & updated for the project team on a regular basis. Actively pursue actions to ensure timely close out.
10. Be actively involved in a coaching role with construction activities such as Risk Assessment, Toolbox Talks, Safety Awards & Management Safety tours. Build relationships within Contractor & Sub Contractor organisations to influence safety performance at all levels.
11. Participate in and support project review processes e.g. PHSSER’s, construction & commissioning readiness reviews etc. and ensure appropriate action tracking and close-out. Integrate past lessons learnt wherever possible & identify and record new lessons learnt throughout the project.
12. Coaching and mentoring HSE Inspectors working for him.

Essential Skills / Qualifications:
• Knowledge of expectations and systems of the company's corporate or equivalent (i.e. Oil Major experience).
• Construction and commissioning HSE experience working in fabrication yards as client representative
• Experience of representing HSE agenda on management team
• Ability to focus on the right priorities, work with contractor to resolve issues
• NEBOSH Diploma or equivalent
• Excellent Interpersonal skill
• Self-motivated

Desirable Skills / Qualifications:
• FPSO construction and commissioning experience
• Other Safety related degree or equivalent.
• Extensive related HSSE experience
• RCA trained
• Familiar with Behavioral safety programme
