The Role:
• The HSEM is responsible for health, safety, and environmental definition and compliance within the project scope development and execution. The HSEM directs and manages the Project HSE activities and HSE team.
• The HSEM is responsible for developing the HSE policy and Project HSE Management Plan in alignment with Company Capital Project Management System (CPMS) and to obtain project manager approval.
• The HSEM is responsible for implementation of the Project HSE Management Plan.
• The HSEM is responsible for all regulatory and environmental aspects related to the Project Topsides Module, including air, water, solid, and noise as well as effects of the facility/project on the community.
• The HSEM is responsible for all occupational health and safety aspects of the Project Topsides Project, with a safety program that delivers TRIR = 0 for Company employees and direct hire contractors, and for construction contractors, fabricators, and vendors TRIR < 0.18 and LWCR = 0.
• Establish relationships and liaise with Chevron and Britannia HSE organizations to ensure goals and objectives are aligned.
• The HSEM is responsible for development of the HSE risk management plan and must liaise with contractor, the operator of the platforms, and Operator, the Project Operator, as well as third parties such as contractors to bridge HSE risk management to a common system. Where required produce bridging documents to assure common compliance.
• The HSEM is responsible for the completion of HSE assessments and plans required by Company Corporate HSE Excellence Goals and prepare the required project specific HSE management policies, procedures, and reports
• Ensure that the EPC contractor, sub-contractor, vendor, and fabricator HSE programs are fully developed and that they comply with the requirements of the Project HSE Plan.
• The HSEM leads their team to ensure facility/project HSE deliverables meet design requirements, are issued to support BU/project needs, and are completed per the schedule.
• The HSEM provides technical support on HSE issues, and leads the team to develop safety procedures, facility/construction HSE plans, provide HSE input to all disciplines, and HSE problem solutions.
• The HSEM ensures that the facility/project follows process safety management requirements and as required, participates and share leadership for HAZOP/HAZID reviews.
• The HSEM additionally ensures that field activities are managed safely and environmentally responsibly.
• The HSEM will demonstrate safety leadership through leadership in orientations and contractor meeting, participation in job safety analysis meetings, tracking leading/trailing metrics, field audits.
• In cooperation with Project QA, the HSEM regularly audits the EPC contractors, sub-contractor, vendors, and fabricators to be sure they are implementing their HSE programs.
• Provides HSE guidance to the Project Topsides Project Manager. Monitors leading indicators for HSE performance and engage project management in taking any indicated corrective actions.
• Lead the development of a project induction process and take responsibility for ensuring that all PMT and contractor resources receive adequate safety training in line with corporate and project requirements.
• For the offshore construction phase, lead the development of an offshore project induction process, integrating the requirements of Conrtactor, Operator and the contractor(s), to ensure an incident-free offshore construction phase.
• Improve Project HSE performance by investigating and identifying inhibitors of maximum achievement and by working with the intended participants to secure agreement on both the recognition of the problem itself and the action necessary to obtain improvement

Essential Skills / Qualifications:
• Demonstrated successful and effective management of the HSE functions on large projects during the design, procurement, construction and commissioning phases
• Clearly demonstrated strong technical competence and reliable decision-making
• Demonstrated interpersonal / teambuilding skills and the resolve to get the job done safely
• Knowledge of regulations and industry best practices for offshore construction and heavy lifts.
• Knowledge of vessel operations during offshore installation activities.
• Knowledge of Company Corporate HSE Excellence policies, procedures, and reporting requirements
• Multicultural communications skills that include the ability to arrive at a common understanding of HSE practices, goals, and reporting opportunities.
• Command of the English language, both oral and written.
• Ability to get results with positive support, direction and influence rather than punitive actions within a “no blame” HSE culture.
