The Role:
As part of the project team, the HSE Manager will be the focal point for project specific HSE requirements. The candidate will be expected to take a leadership role in providing guidance to contractors and to the project team to assure that the project is fully aligned with the Company Corporate and Business Unit HSE management system.

Responsibilities:

• Facilitate the completion of HSE assessments and plans required by Company Corporate HSE Excellence Goals and prepare the required project specific HSE management policies, procedures, and reports.
• Establish HSE evaluation criteria to be used in a competitive tender process for the EPIC contractor.
• Lead HSE risk management efforts by identifying potential HSE risks through all stages of the project and formulating appropriate risk mitigation plans.
• Liaise with others such as contractors, drilling, operations, and third parties to bridge HSE risk management to a common system. Where required, produce bridging documents to assure common compliance.
• Conduct both systems and compliance audits of all contractors and sub-contractors and assure that findings and NCR are closed.
• Lead or participate in all incident investigations as appropriate, issue and/or review incident reports, and close or cause to be closed all recommendations put forward in the incident report.
• Maintain an HSE training matrix for all project personnel and audit the contractor’s HSE training matrix for compliance.
• Prepare and report HSE statistics as required to meet Company reporting requirements.
• Prepare project specific emergency response plans that are fully integrated into the Company emergency response plan. Audit contractors’ emergency response plans and assure adequate bridging with Company.
• Lead and facilitate emergency response drills prior to installation and construction to assure readiness to undertake construction activities.
• Provide HSE input to other readiness reviews as required to assure a complete state of readiness for each major activity.
• Perform joint HSE inspections with contractors on vessels nominated by contractors for offshore work for the project. Ensure that all findings are appropriately closed prior to the vessel undertaking the work.
• Participate in contractor tool box talks as required to confirm adequate information sharing and activity planning.
• Monitor leading indicators for HSE performance and engage project management in taking any indicated corrective actions.
• Participate and share leadership for HAZOP/HAZID reviews as required.
• Develop and apply HSE criteria for the project Management of Change (MOC) procedure.
• Lead the development of a project induction process and take responsibility for ensuring that all PMT and contractor resources receive adequate safety training in line with corporate and project requirements.
• For the offshore construction phase, lead the development of an offshore project induction process, integrating the requirements of BOL, COP and the contractor(s), to ensure an incident-free offshore construction phase.

Essential Skills / Qualifications:
• Knowledge of industry best practices for offshore pipeline and subsea manifold installation best practices.
• Knowledge of vessel operations during offshore installation activities.
• Knowledge of Company Corporate HSE Excellence policies, procedures, and reporting requirements
• Multicultural communications skills that include the ability to arrive at a common understanding of HSE practices, goals, and reporting opportunities.
• Command of the English language, both oral and written.
• Ability to get results with positive support, direction and influence rather than punitive actions within a “no blame” HSE culture.
