The Role:
The Service holder is responsible for the supervision and coordination of all activities related to Health, Safety and Environment matters in compliance with the Client procedures and objectives, international standards and requirements
The Service holder is responsible for promoting HSE in the project, for proposing HSE objectives to the Project Manager and for providing HSE advice to the Project.
The Service holder is responsible for defining and reviewing HSE management systems - Philosophy, Plans and Procedures – from Project & Contractors’, for ensuring that Project HSE policies and procedures are properly implemented and achieved on the Project, for maintaining functional links with Angola Safety & Environment
Division and DGEP/HSE and for ensuring that the safety reviews are conducted in a timely and proper manner in order to comply with Project HSE targets.
The Service holder shall coordinate HSE activities within the Project Group and, as such, shall liaise permanently with Project Package Managers and HSE / Safety Engineers within packages (functional link). The Service holder is, among
other, responsible for the Safety Concept develop for the Project.
The Service holder is also responsible for supporting and enforcing the Company Group Ethics and “Code of Conduct” policy and is also responsible for ensuring liaison for Security matters within the Project.
The Service holder reports to the Project Director and will ensure / handle, as required, the communication of the project with the Partners and Concessionaire on all HSE matters.

To define the Project HSE management system (Philosophy, Plans and Procedures) based on Client and Client Angola HSE policies, rules, procedures and objectives.
To keep track of changes related to HSE, in regulations, standards, Company rules and inform the project on their impact on the Project HSE management system.
To monitor and record HSE activities of the project, and assist Project Manager in presentations and preparation of reports.
To define HSE training plan for the different phases of the Project and ensure its implementation.
To organize HSE Project risk management reviews (HAZID, HAZOP, SPOT) and update HSE Project risk management file and register.
To identify and manage all necessary HSE studies (performed by Client, Client Angola or third parties).
To define, develop or have developed the whole Safety Concept for the Project – in close liaison with Package Managers and with HSE and Safety personnel.
To liaise with Package Managers and with HSE and Safety personnel wrt HSE matters.
To define HSE requirements to Contractors, review Contractors’ HSE management systems and control their implementation by conducting regular safety audits of Contractors on engineering sites, on construction yards, on offshore site...
To collect and report HSE statistics, analyse HSE performance versus objectives, analyse incidents, perform investigations, organise feedback to management and personnel.
To ensure that actions from reviews, audits, etc. (external and internal) are implemented and completed.
To assist Field Operations in the preparation of commissioning and start up procedures.
To prepare HSE bridging documents for offshore works.
To ensure adequate and timely reporting to the Project Director.
To assist the Project Director with the relations with Concessionaire / Partners specifically regarding HSE matters and to participate in the preparation and participate (as required) to Workshops / Committee meetings with Partners and Concessionaire.
To ensure confidentiality of all the HSE documentation produced (whatever its support).
To gather ‘lessons learnt’ and provide feedback to other TOTAL E&P entities as required.

To promote HSE awareness of workforce at all levels through pro-active attitude (site tour management, HSE meetings, incentives actions, etc.) within Project team and Contractors.
To ensure that Project Personnel is adequately competent, trained and briefed to execute assignments.
To listen to, to evaluate any employee concerns; ensure that potential failures, weaknesses and hazards are immediately addressed and reported.

Context :
Project is a deep offshore (1,400 to 1,900 m depth) development located West Africa, Offshore Angola
intended to produce Oil and Gas from medium size dispersed (23 x 41 km) reservoirs (Oligocene and Miocene – 5 development areas).
The technical challenges the project will face are the flow assurance and the reservoirs development and management, the design one & built two conversion turret-moored FPSO’s (a first) and subsea production/injection system definition.

Essential Skills / Qualifications:
Professional Experience (years): 10-15
Experience in similar position (years): 5-10
Level / Diploma: Engineer, equivalent or higher
Languages: English mandatory
