< Overall Project Status and Background >
(1) Status of Project
The project will go into EPC phase around the end of January 2012. Project
Directorate Office and several Satellite Offices located at EPC contractor’s design offices will be organized. Locations of each office will be decided later.

The Role:
< The Roles >
The engineers will work as members of the integrated management team organization and fulfill the specific responsibilities such as engineering
discipline, quality control, schedule control and HSE at Project Directorate Office or each Satellite Offices (EPC contractor’s offices).

< Responsibilities >
(1) Major Duties
- HSE Manager represents and acts as a focal point for overall HSE activities among Project Direct Office, Satellite Office and EPC contractors during the
implementation of EPC.
- HSE Manager shall manage overall HSE activities by communicating with
and controlling the HSE Advisors assigned for a supervision of each EPC Contractor.
- HSE Manager shall prepare the project wide HSE management plan including procedures, schedule, organization, roles & responsibilities,
communication route, reporting format etc.
- HSE Manager shall be responsible to consolidate project wide HSE status report based on the individual reports provided by HSE Advisors,
and also identify the areas require an improvement of HSE performance and quality,
and implement the plan for enhancement and mitigation, by directing the HSE Advisors.
- HSE Manager shall report and conduct any necessary coordination work with Project Directors and other related staff at Project Directorate Office,
and Division Managers assigned for the supervision of EPC Contractors.
Following are responsibilities borne by HSE Advisors who will be under the control of HSE Manager.
- HSE Advisor shall supervise all HSE activities including engineering,
procurement, construction HSE.
- HSE Advisor is responsible for the supervision of HSE engineering conducted by EPC Contractor.
- HSE Advisor is responsible for review and approves all HSE related documents, procedures and plans such as HSE design philosophy & plans,
HSE related studies (HAZOP, SIL and QRA etc) and all other HSE related deliverables prepared by EPC Contractor.
- HSE Advisor is responsible for auditing EPC Contractor’s activities in relation to HSE requirement.
- HSE Advisor is responsible for management and coordination of Environmental Impact Assessment (EIA) matters.
- HSE Advisor is responsible for review and supervise all HSE related activities at site such as organizing HSE related organization at site,
planning for health & safety enhancement program at site,
implementation of safety protection activities, conducting site HSE inspection, and monitoring & reporting of site HSE performance.
- HSE Advisor is responsible for investigating safety rerated risk and providing recommendations.
- HSE Advisor is responsible for maintaining accident statistics, analyzing
trends and taking remedial action where necessary.
- HSE Advisor is responsible for investigating and arranging for all accidents and near-misses be investigated, preparing report of findings,
including recommendations to prevent recurrence and implementing approved course of action.
- Where necessary HSE Advisor prepares reports to the enforcing authority as required by local regulations.
- HSE Advisor is responsible for maintaining a register First Aiders and ensuring the adequate provision of first-aid and welfare facilities.
He ensures all First Aiders are appropriately trained, and (subject to qualification) provide training to members of staff to enable them to become First Aiders.
- HSE Advisor is responsible for developing procedures to ensure that contractors, suppliers, consultants and other irregular visitors to comply with relevant legislation and safety policies.
- HSE Advisor is responsible for ensuring the implementation of the site and evacuation procedure and monitoring its effectiveness by undertaking fire evacuation drills on all sites at least twice a year.
- HSE Advisor is responsible for ensuring, at minimum, legal compliance and reducing risk of non-compliance for environmental management.

(2) Relation & Contact
- HSE Manager reports to Project Director of Project Directorate Office.
- HSE Manager communicates and controls HES Advisors assigned to each
EPC Contractors.
- HSE Manager communicates and coordinates with all staff at Project Directorate Office for matters related to HSE activities.
- HSE Manager communicates with Division Managers assigned to supervise each EPC Contractor and all other parties who support HSE activities
including EPC contractor’s person in-charge for HSE activities, consultants,local authorities and inspectors etc. as necessary

Essential Skills / Qualifications:
< Education >
Bachelor’s degree in related engineering faculties or an equivalent combination of education is required.

< Experience >
Minimum 7-year experiences of EPC project and relevant HSE activities.
Experience of large (over 500 mm USD), complex and multi process units plant project.

< Knowledge, Skills & Qualification >
Knowledge of HSE procedure for process plant.
Knowledge of HSE technologies and international codes and standards.
Knowledge of HSE supervision of activities by EPC contractor.
Comprehensive knowledge of project execution for design, procurement,construction and commissioning.
Fluent in English for communication and documentation.
Outstanding leadership, management and communication skills.
Comprehensive computer skill including proficiency with Microsoft Office, email, LAN & shared files, and general IT applications such as document
management system, work flow system etc.
