The Role:
Our Client, a leading international Oil & Gas production company are expanding their team in Dubai and currently looking to appoint a Health & Safety Manager for their Team based in Dubai. The successful candidate will be responsible for all HSE related activities within the scope of project implementation under direct supervision of the Project Director.

It is essential that this person has Sour Gas Field experience and onshore projects experience

Typically this person will provide HSE Leadership to all levels of the Project Management Team and Contractor Management, demonstrating personal commitment to the project HSE programs and systems. Acting as something of a day to day safety advocate, ensuring full integration of the safety culture across all levels, ensuring the project HSE programmes, policies and procedures, conform to the project HSE Management System.

Areas of Responsibility:
* Build and maintain relationships with contractors by developing informal and formal communication processes for the provision of feedback on the application of the contract and the projects HSE plan’s
* Actively participate and act as a mentor in the projects HSE Safety Observation program
* Manage the overall implementation of safety systems, strategies and initiatives in order to effectively contribute towards the overall corporate safety objectives and targets of the project.
* Ensure the contractor complies with weekly and monthly reporting requirements
* Participate in the Project HSE Steering Committee and/or HSE Leadership Team meetings as required
* Develop safety training plans through the establishment of training needs analysis and deliver in house training as required
* Establish industry best practice safety management and capability plan for use across the project
* Review and provide recommendations and impartial guidance to the contractor and provide written reports on the effectiveness of EPC HSE Management Plans to the Project team
* Assist in the implementation of the HSE Management Plan, Standards and associated procedures in accordance with the requirements of the Contract
* Participate in Hazard Analysis Workshops
* Liaise with regulatory institutions such that all contractors are fully informed of any changes in legislation or new initiatives throughout the construction period
* Establish and maintain strong lines of communication with respective EPC HSE or Training Managers by liaising directly with EPC counterparts
* Review proposed EPC safety management plans such that these and other key management documents are in line with the Company and legislative standards during project implementation
* Monitor schedules pertaining to emergency response plans and drills for all contractors as required as well as the coordination of the project emergency response and crisis management plan and drills
* Assist with the delivery of specific training needs across all Company and EPC’s as required
* Coordinate and manage the internal Project audit and risk review schedules and provide detailed reports and action plans on improvement initiatives as required
* Assist in the preparation of monthly safety performance reports through the collation of Company and EPC related figures as required for project
* Supervise Project HSE Supervisors and HSE Advisors
* Prepare proposals on professional development of employees within his/her functionality


Candidate Specification:
* Relevant degree or HSE qualification
* Minimum of 5 years experience at HSE Management level
* Overall 15 years HSE experience
* 10 years experience in the Oil & Gas industry
* Capable of policing the company's HSE Management system
* Middle East experience is very highly desirable
* Flexible approach to work (occasional travel to Iraq)


Remuneration:
