The Role:
Provide HSE leadership to the Construction Management and Project Management Teams to develop and implement a project-wide culture that emphasizes leading measures and drives toward a zero incident culture.
• Ensure full integration of safety culture throughout all levels of the Project and act as a day to day safety advocate
• Champion and communicate with EPC contractors to implement an integrated HSE Management System in alignment with partner HSE requirements during construction, pre-commissioning and commissioning project phases.
• Ensure Project HSE programs, policies and procedures enable conformance with the Project HSE Management System and Algerian regulatory requirements.
• Interface with site and project team along with contractors and subcontractors, pre-commissioning and commissioning planning, operability readiness reviews, SIMOPS planning and risk assessments to ensure that HSE aspects of the process safety align with the Project HSE philosophy.
• Provide HSE guidance for contractor evaluations/audits and contract execution related to commissioning and the permit to work process implemented by the contractors in the commissioning phase.
• Provide leadership and functional guidance to commissioning/contractor HSE organizations.
• Provide strong visible support on construction site through participation in daily inspections/audits of construction, pre-commissioning and commissioning activities to identify potential safety issues and recognize positive safety behaviours.
• Actively participate in the construction, pre-commissioning and commissioning permit to work meetings.
• Establish Project specific HSE Goals and Objectives in support of continuous improvement initiatives and address potential risks.
• Identify key Lessons Learned from past projects and share them with the Project.
• Ensure leading and trailing HSE performance measures are established, communicated and managed to drive the desired HSE performance.
• Facilitate HSE administrative processes (incident reporting, metrics reports, report preparation, meeting planning) and ensure project and site managers are informed.
• Ensure Algerian regulations and reporting requirements are met.
• Demonstrate leadership and commitment to continuous improvement of safety performance, including the use of safety culture initiatives.
• Identify gaps and needs for interface with other Partner groups as required on HSE issues (government affairs, public relations, sustainable development, upstream HSE and corporate HSE).
• Support emergency preparedness plan implementation with appropriate stakeholders.
• Support transition of project HSE activities to Operations HSE activities.

Essential Skills / Qualifications:
• Minimum of a University Bachelor’s Degree in safety, health, environmental or related HSE field.

• Minimum of 10-15 plus years experience in project construction and operation of oil and gas production facilities.
• The job holder will need to show an aptitude to work within a multi-cultural and multi-company environment.
• The job holder will need to show an aptitude to work in a rotational position requiring strong communication and planning with the position's alternate employee.
• Strong interpersonal skills and the ability to mentor contractor peers and work as a team member and leader in influencing risk management decisions.
• Excellent communication skills, both written and spoken.
• Minimum of 5 years of supervisory experience.
• Strong knowledge of HSE systems and technical competence.
