The Company:
a petrochemical refinery

The Role:
This position is responsible for managing the refinery’s Health & Safety, Process Safety Management, Environmental, Security and Emergency Response Departments

Principle Responsibilities:
• Oversee a Department of environmental, health & safety, process safety management, emergency response, and security professionals
• Ensure compliance with State and Federal regulations, as well as Corporate HSE guidelines
• Coordinate various internal auditing processes to ensure compliance with standards and procedures
• Ensure all required recordkeeping and reports are made per regulatory requirements
• Provide technical and regulatory expertise to assist staff and field personnel in the solution of complex health, safety, and environmental problems
• Create, implement and manage HSE processes, and ensure that systems are in place to improve performance, help lower risks in the workplace, and drive HSE strategies to “best in class” performance
• Initiate HSE awareness programs to improve employee-owner awareness
• Accountable for developing and supporting departmental goals
• Track and analyze key HSE Performance Indicators, and develop appropriate action plans
• Member of the Incident Command Team and required to respond/direct emergency response activities
• Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that HSE standards are met
• As a key member of the Refinery Manager’s staff, participate in the development of refinery management philosophy, as well as support and implement management policies and practices
• Regularly communicate with other PBF refineries to identify “Best Practices,” and develop plan for implementation locally
• Maintain and improve the performance of department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance
• Development and control of department budget, and identify opportunities for cost improvements

Essential Skills / Qualifications:
• Bachelor of Science degree in Environmental Engineering, Health & Safety, Chemical Engineering, or similar, MBA a plus
• 15+ years of HSE experience in petroleum or chemical manufacturing plant, including a minimum of 5 years of supervisory/manager experience
• Strong leadership skills
• Excellent interpersonal and communication skills (both verbal and written)
• Effectively communicate with personnel at all organizational levels, vendors, and state/federal regulators
• Ability to foster teamwork
• Working knowledge of Environmental, Health & Safety, Process Safety Management and Security regulations
• Highly developed planning and organizational skills
• Demonstrate good methodical decision making during problem solving
• Perform all duties independently
• Ability to prioritize multiple tasks in a changing environment to meet customer and business needs
• Willingness to respond 24/7 to unscheduled call-ins, holiday or weekend work
