The Role:
• Lead and manage the overall operation of Construction Orientation Centre and develop strategies for the implementation of the training and development program.
• Plan the implementation and facilitation of activities and events, budget spending, material production and distribution, and other resources to ensure that operations are managed effectively and within authorized budgets
• Lead the development of training modules and execution of Safety Passport System
• To coordinate all activities relating to the development, implementation and improvement of COC activities
• Provide logistical support, course development, delivery, evaluation and performance measurement for all the trainings conducted at COC.
• Build solid cross-functional relationships within PDP, SC and Works Package Contractor with respect to training and skill development.
• Conduct Gap Analysis on the training conducted and plan competency/skill enhancement program
• Collaborate with Local Authority and NGOs in organizing training and obtain recognition from relevant parties and support on trainers in specialist field.
• Set-up the "Train the Trainer " program to have a multiplier effect and speedier implementation of the training program
• Continually assess and evaluate the performance of COC personnel
• Review and enhance training programmes to align with legal , Project requirements and standards
• Manage and monitor the performance of COC trainers
• Lead and organise educational events such as conferences and seminars
• Promote the culture of self motivated learning within the project
• Ensure the production of timely Monthly COC Progress Report
• Set up the system and process of training database and ensure the records are updated and maintained
• Consolidate all the feedback from PDP internal parties, WPC and SC and review /develop training modules and improve areas of weaknesses.

Essential Skills / Qualifications:
• Minimum Degree in Civil Engineering, or equivalent
• At least 20 years of working experience in training field and preferably minimum 7 years of working experience in building and construction industry
• Good technical knowledge in Quality, Safety & Health and Environment
• Good coaching, communication and presentation skills
• Able to communicate with all levels in the organization
• Well versed in working with Microsoft Office - Word, Power Point
• Good command of English, strong academic skill with passion for teaching
• Self-motivated, detail and task oriented, ability to accept challenges, excellent leadership and good problem solving skill.
• Excellent leadership, auditing, inter-personal, communication, presentation and analytical skills
• Able to communicate with all levels in the organization
• Well versed in working with Microsoft Office - Word, Excel, Power Point
• Good command of English and Bahasa Melayu languages (written and oral)
