The Company:
Our client, a major oil and gas operator, seeks an HSE Risk Manager to join their team.

The Role:
The HES Risk Engineer is responsible for the implementation of the risk management process for the Project. Proper implementation of risk management enables facilities to be designed and constructed with reduced potential for HES-related events throughout the project lifetime.

The Role:

Ensure compliance with Operational Excellence (OE) expectations for HES Risk Management (RiskMan2 Process), Loss Prevention, Process Safety and Safety in Design (SID).
Provide process engineering/process safety oversight for offshore facilities, pipelines and onshore facilities (e.g. facility layout, process design, HAZOP/SOA, SID, etc.)
Develop, execute and maintain HES Risk Management Plan.
Coordinate detailed HES risk assessments (e.g., QRA, Dropped Object Study, Flare Radiation Study, Gas Dispersion Analysis, Fire and Explosion Analysis, etc.) in accordance with HES Risk Management Plan and advise project team of ways to improve the design.
Direct the Contractor's engineering and execution efforts for fire and explosion modeling, QRA, SID, etc.
Develop HES risk register and track action items to closure in conformance with RiskMan2 Sub-Procedure 4. Integrate HES risks with Project risk register.
Prepare key project documents such as Project Execution Plans, philosophy and basis of design documents associated with HES Risk Management, specifications, equipment data sheets, bid packages and execution contracts.
Ensure an IIF culture is reflected during the everyday work processes, system design and operation
Advise on safety and industrial hygiene regulatory requirements and best practices.
Develop project-specific safety procedures and guidelines.
Conduct safety inspections and audits.
Advise on strategies to improve safety and health performance.
Coordinate emergency planning and preparedness.
Track and HES metrics as well as incident investigation and reporting.


10+ years experience in oil and gas industry.
Demonstrated Upstream experience in the oil and gas industry.
Experience in process engineering for processing and treatment systems, equipment and facilities, design, layout, construction, etc.
Demonstrated knowledge of oil and gas specific regulations and standards (e.g. OGP, IAGC).
Current certification or the ability to achieve the following certifications is preferred: Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH).
Major international design or construction management experience in West African location preferred.

May require international travel including Angola 1-2 trips per year.
Competent on issues of onshore and offshore drilling and production facilities, high pressure gas processing systems, processing and separation facilities.
Knowledge of FEED/EPCI planning and execution, cost estimating, scheduling, economics, benchmarking, VIPs, CPDEP, OE. IIF, contracting (including bidding), and execution
Competent on review of PFDs, H&MB, P&ID and process datasheets and other process documentation.
Demonstrated experience with field (e.g., risk assessment and management, emergency preparedness, travel safety) and office-based safety programs (e.g., behavior based safety, ergonomics, training management).
Demonstrated knowledge of Safety and Health practices and processes. Knowledge of Managing Safe Work Process (MSW), including Safe Work Practices (LOTO, PTW, SIMOPS, Hot Work, etc).
Demonstrated understanding of OSHA regulations, case management, medical surveillance and other health requirements, RSIP, Occupational Hygiene, Fitness for Duty, Managing Safe Work, and II&R Processes.

Essential Skills / Qualifications:
• Applicant should have a minimum of 10 years practicing as HSE Professional with at least a minimum 5 years relevant recent experience in the oil and gas Production industries.
• A Degree in Engineering or Physical Science is required.
