The Company:
A major operator is seeking a 12+ months contract HSE Specialist Offshore based in Houston, Texas. The main purpose of this role is to drive the development and implementation of a broad range of HSE work practices and procedures, and verification that these practices and procedures are effective. The incumbent will support HSE team in delivering effective HSE and risk management strategies. The position will be based in Houston. The position reports directly to the GOM Production Unit HSE Manag

The Role:
Core Accountabilities
• Provide specialist HSE advice, assistance and support to line managers and supervisors as required;
• Demonstrate visible HSE leadership by regular visits to operational sites, presentations to crews and occasionally covering for direct reports;
• Support the implementation and achievement of HSE objectives and performance targets for the PU;
• Implement assigned responsibilities as outlined in the HSE Work Plan;
• Confirm that HSE risks are identified and controlled according to Company and Petroleum HSE standards, policies and practices;
• Be proficient in key HSE processes and procedures such as control of work, risk assessment and incident investigation;
• Monitor the effectiveness of all HSE programs, procedures and practices, and feed back to the PU operations and engineering functions;
• Promote a risk-based approach to HSE management through identification, assessment and control of material HSE risks;
• Promote a learning organization and initiatives that address both personal and process safety challenges;
• Develop and improve work practices to achieve consistency with other Production Operations;
• Challenge current operational practices and optimize HSE input into existing Operations;
• Provide technical support for collecting, measuring, storing, tracking and analyzing HSE performance data through 1SAP;
• Provide oversight of and facilitate HSE audits, reviews & assessments, including contractor audits;
• Support and coach key Operations and Engineering personnel in appropriate HSE leadership;
• Review and provide HSE training to meet operational needs, facilitate the delivery of new HSE training;
• Liaise with Operations and Engineering staff on all HSE initiatives, promote active employee engagement, lead by example;
• Support the preparation and delivery of periodic HSE Management Reviews to Operations Leadership;
• Network with Functional HSE Specialists and peers to utilize Best Practices and Lessons Learned.

Essential Skills / Qualifications:
10+ years of experience. Operator experience preferred. Ability to self-manage and show initiative. Experience with writing procedures required. Gulf of Mexico deep water experience preferred
