The Role:
BASIC FUNCTION:
Ensure respect of Health, Safety & Environment during construction of the project.
Acts as the local centre of expertise and first contact for the application of technical practices/standard within the field of HSE
Steering role to achieve a continuous improvement in HSE for the project
Ensures by a significant daily presence at construction site (several hours per day) that the contractors and subcontractors follow the safety rules (HSE Construction Plan)
Being also the representative at PCO meetings and facilitator of all ATI-related activities

JOB DIMENSIONS:
Ensure complete application of HSE management system for the project during construction.
Initiates, participate and implements Job Safety Analyses, Methods Statements and risk assessments /analyses of construction sites, including environmental issues
Check risk analysis made up by EPC CONTRACTOR and SUBCONTRACTORS in order to take the necessary prevention/mitigation measures .
Follow up of all critical activities
Prepare periodic HSE project reporting.
Conduct incident, accident and high potential near-miss investigations and analysis.
Ensures safety supervision and HSE coordination on the construction area on a daily basis with significant site presence and adequate reporting (relevant safety observations shared with Contractors and followed-up).
Ensures follow-up of HSE performance, defines and monitors HSE key performance indicators.
Analyze, optimize and approve SUBCONTRACTORS Construction HSE Plan.
Attend SUBCONTRACTOR kick-off meeting, to ensure that SUBCONTRACTOR is informed and aware of all Health, Safety and Environmental requirements.
Conduct and participate in audits (VORS, etc.) and inspections to ensure compliance with project and company requirements on daily basics. Monitor the actions and supervise the implementation.
In the event of an accident prepare accident reports and investigations, both for site and governmental bodies.
Attend schedule HSE Meetings and organize the HSE meetings required to discuss particulary important topics on Health, Safety and Environment.
Perform/Promote HSE training and awareness programs to staff.
Promote motivation activities to increase Health, Safety and Environmental conditions on site.

PRINCIPAL ACCOUNTABILITIES:
Assist in implementation of all Safety, Health and Environmental services, program and initiatives in support of project objectives and to work with project safety management to ensure functional objectives are met.
Oversee and participate in contractors safety program, which includes reviews of Contractor´s Health & Safety programs, participation in pre-job meetings, field safety oversight and audits of contractor safety performance.
Provide consultation to contractors regarding Safety, Health & Environmental concerns, operations, and compliance issues
Demonstrate COMPANY’s focus on Safety by appropriate site presence.

Essential Skills / Qualifications:
EDUCATION / TRAINING:
Level 2 degree in safety with recognized experience in the functional and organizational aspects of safety.

KNOWLEDGE / EXPERIENCE:
Good knowledge of the general HSE rules.

CERTIFICATIONS:
VCA or equivalent mandatory, BA4/5 appreciated

SPECIFIC SKILLS:
Dutch and English mandatory.
Self-starter, capacity to address subjects completely with limited Management input, capacity to identify and manage issues him/herself..

OTHER:
Significant experience in safety in projects on petrochemicals and/or refinery plants.
