The Company:
Oil and gas company (our client) is urgently looking for HSE TECHNICIAN SUPERVISOR:

English, Russian language is required. Rotation 28x28.

The Role:
Functions / Goals
1.Ensure operations are conducted to a high standard which meets or exceeds client requirements
2Prepare / review the HSE management documents related with the Project Strategic Plan and according to corporate guidelines
3..Provide the project with the suitable HSE technical support, ensuring that Staff and contractors personnel are fulfilling all requirements establish in the HSE Plan.
4Contribute to fulfill the project training program and budget according to corporate guidelines defined for this purpose, ensuring that its execution will help to improve the technical and business behaviors defined in each case.
5.Ensure timely and quality execution of HSE Project Activities; in order ensure the correct protection of people, environment and asset.

Main activities / frequent tasks:
1Contribute defining the General HSE Activities Plan for the specific Drilling Project, following the HSE Company guidelines. Keep updated the progress of the mentioned plan
2Participate generating the scope of work (SoW); evaluating technical proposal, coordinating the execution and evaluating for contractor / consultant for the following contracted services:
•Environmental site survey
•HSE permitting road map
•Environmental, Social and Health Impact Assessment (ESHIA)
•Health Risk Assessment & Medevac Plan
•Logistic transportation services audit / assessment (air, land and marine transportation)
•Logistic services evaluation / inspection (warehouse, lifting & hoisting, waste management))
•Oil spill contingency plan
•Blow out contingency plan
•Waste management plan
•Special HSE training

3Give support preparing / reviewing the HSE technical requirements for all operational and logistical tender process. Evaluate if required the HSE aspects of tender participants in the mentioned processes.
4Participate preparing the Hazard Management Plan for Project, and giving technical support for the execution of each hazard study required. Monitor compliance of the recommendations arising from these studies.
5Give support during coordination with environment consultant and logistic group for workshops required to fulfill the public participation in the ESHIA.
6Contribute obtaining the HSE permits identified in the permitting road map, meeting with the deadlines.
7Coordinate / Prepare the different Emergency Response Plans required for each hazardous situation identified during hazard studies. Verified / give support ensuring that each main contractor prepared their ERP according with Company Standards and the best industry practices.
8Participate in preparation of the General HSE Plan for the whole project, and verified that each main contractor prepared their HSE Plan according with Company Standards and the best industry practices.
9Participate / give support during the elaboration of the Bridging Documents with main contractors in order to fill the gaps detected between Company and Contractors HSE Management Systems.
10Performs audits on trucks/equipment daily
11Field monitoring of the Contractor Management Process for the whole project activity.
12Contribute in the HSE data management process
13Contribute in the coordination with HR and Contractors the delivery of HSE training activities identified in the Hazard Studies.
14Participate / execute Site visit and planned inspection according to the requirements of HSE Plan ensuring the quality and agreed time.
15Ensures all Field personnel are in compliance as far as PPE, proper procedures, etc.
16Performs Procedure checklists
17Monitors condition/maintenance of company owned assets
18Ensures all crew personnel will be working in a safe-working environment
19Journey Management
20Ensures audits on equipment is performed on time and turned in to proper persons
21Cross audits drills/surveyors
22Completes all necessary paperwork, Keeps track of all field personnel at work, and prepare required reports
23Incident investigation
24Check each job for HSE compliance
25Inform Company Man, and Tool Pusher /Drilling & HSE Manager of concerns
26 Rig activities:
Interact daily with crew members - There is a balance that you will have to maintain in the HES position between being approachable and the understanding of the Supervisor/Subordinate role with the crew members. They need to understand that when they confide in you, that you act on their concerns but do not betray their trust of anonymity. The crew are your eyes and ears to the safety culture on the rig.
Safety plans - During your daily routine, participate in as many individual, verbal, and (group) written Safety plans as possible. Monitor involvement by crew members, supervisor engagement of crew members, specific hazard issues overlooked that you recognize, policy requirements (permit to work, energy isolation, etc.), thoroughness of written procedures and hazards identified, PPE requirements, inter-departmental communication, and etc
Monitor various jobs - Plan into your day and evening to monitor different jobs taking place around the rig that are either high profile or have a high potential for an incident to occur. If a specific job takes place at night that you have concerns about, plan to be present for the planning of the job (Safety plan) and/or during part or all of the operation. Spot check on different routine or small jobs going on all around the rig. Remember to treat the simplest or routine work with as much detail and safety awareness as the high profile tasks you monitor.
STOP observations - An small but important part of your day is reviewing STOP observation cards. The Rig Safety Training Coordinator will give you the STOP cards each day and part of our daily activity is to read each card and use the information on the card for several things.
1. Items that need following up by different departments, whether it be corrective action items, suggestions for improvement, or hazard identification are entered on the START tracking sheet.
2. Separate the cards and compile information for the Leading Indicators tracking sheet by categories of: safe acts observed, unsafe acts observed, stop work authority (SWA) used on those unsafe acts observed, service partner participation, Eurotek personnel participation, participation (count) for that day, count cards by chronological date to see what actual card count is.
3. Monitor for trends of issues on safety such as PPE issues, behavioral issues, and etc.

Essential Skills / Qualifications:
University Professional with engineering and strong expertise in Health, Safety and Environment Protection
At least 5 years in similar positions in Siberian onshore drilling operations
Fluent in Russian desirable. English is a plus
Strong knowledge in HSE managements systems for west Siberian onshore drilling process
Strong orientation to results and service. Analytical skills, ability to interact at all levels.
Any decision in HSE that is in line with procedures and guidelines established internal and corporate.
