The Role:
The purpose of the position is to provide the technical HSSE support to the site to ensure the safe delivery of the day, compliance tothe client's Standards, good industry practices and local legislative requirements where applicable.

The HSSE Advisor shall be responsible for the assurance of good HSSE performance on site and in the various vendor yard in the conduct of the clients's work

The HSSE Advisor will drive the HSSE performance improvement of the site within his area of responsibility. This includes visible personal leadership on HSSE matters, setting of standards, regular reviews of performance and implementing improvements where required.

This position reports to the AIBE HSSE ADVISOR

•HSSE Assurance
– Conduct HSSE Site Audits on key risk exposures: Emergency Response, the client Life savers

– Audit the job sites for compliance with the client's Standards

– Conduct periodic audits with contractors

•Support the Safe Deliver of the Day
– Ensure main Contractor is performing to the client's expectations.

– Ensure proper risk assessment in for all work plans developed by contractors

– Conduct daily HSSE inspections to the work fronts, including Lock Out Tag Out

– Supervise safe delivery of any high risk activity

– Ensure contractors conform to the client's standards and expectations

– Group HSSE Standards

– Ensure safety critical elements are inspected and maintained as per plans

– Support the HSSE Committee

– Ensure all PMT members coming to site and are properly inducted and have the relevant safety Training, i.e. the client Life savers, etc.

– Ensures lessons learnt from incident investigations are disseminated to all employees and contractors throughout the site

•Data Management
– Accurate incident reporting in Synergi

– Tracking and close out of HSSE action items, including actions from internal and external audit findings

•Safety Engineering
Participates in PHR’s, HAZID and HAZOP studies for the site when required

•Provides governance and assurance on all HSSE aspects within the site
•Facilitates the delivery of the HSSE objectives & targets for the site
•Identify HSSE problems, gaps or issues and works with management to resolve them
•Assist in the change for improvement in HSSE performance
•Assist in the building of a strong HSSE culture at site
•Give guidance to “good industry practices” regarding safe systems of work

Decisions I can make are as follows:

•Stop the job if unsafe acts or conditions are found
•Identify corrective actions needed following accident investigations or to improve HSSE performance.

The HSSE Manager is consulted for the following reasons:

•Approval on new HSSE initiatives that possess budget implications.
•Approval and sign off on newly developed procedures and policies.
•Safety critical issues related to facility’s operations.
•Problems with the site HSSE deliverables.
•Personal development issues.
•Reports directly to the HSSE AIBE Advisor on day to day basis
•Working relationship with the AIBE PMT and main Contractor management and HSSE Team.
•Interfaces with external Contracting Partners when at the site, and Public and State Authorities for regulatory visits
•Working relationship with the HSSE Department
The role can impact the client in improving HSSE performance and awareness and its implementation to ensure the assets’ major hazards are reduced to as low as reasonably practicable. The legacy should be a framework that is owned by the asset. The performance should be judged annually.

Essential Skills / Qualifications:
Experience in working in the oil and gas sector as an HSSE professional

Experience in working in the industrial construction field with in-depth HSSE field work

Ability to work remotely unsupervised

Training as evidenced by the possession of internationally accepted HSSE qualifications/certifications ( NEBOSH , OSHA , IOSH etc )

Sound negotiating skills

Strong oral and written communication skills

Ability to work as part of a team as well as being able to be a self starter

Ability to communicate to personnel at a managerial level

Able to work with deadlines and possess a proven track record of delivering required projects in a timely and professional manner.

Considerable knowledge of local HSSE legislation and international best practices.
