The Role:
Responsible for assisting the HSSE Manager in cascading the HSSE management system of the Project to the Managing Contractor and the Fabrication yard and their sustained compliance with the Contract HSSE&SP requirements. The incumbent will standing in for the HSSE Manager in his absence.
Provides proactive support and guidance to the Project Line Supervision, HSSE personnel and work force in achieving the required safety standards for construction and commissioning work activities.

Accountabilities
- Participate/facilitate Incidents investigations, as required ensuring the recommendations are SMART. Follow up to till closed out timely.
- Provide organizational leadership through continuous engagement, communication and motivation.
- Assist in coordinating HSSE inspectors.
- Attend/facilitate HSSE & SP meetings, as required.
- Carries out ad hoc checks and inspections, reviews and audits to ascertain the Managing Contractor delivery on the Contractor HSE plan and Contract HSSE&SP requirements.
- Works with Contractor HSE to assure safety supervision coverage requirements are being met.
- Assist and participate in Project Construction activities, such as preparation of work procedures, instructions, HAZIDs, JHAs, etc.
- Participate in the evaluation of the Contractor and Subcontractors HSE performance, and recommend improvement opportunities.
- Set up the organisation of HSSE&SP campaigns

Essential Skills / Qualifications:
Skills and Qualifications required
1. Good planner and organizer.
2. Effective communication and engagement skills at all levels in the organization. English language fluency is a minimum.
3. Independent, objective and decisive. Positive and supportive attitude.
4. Understands HSSE management systems and processes and their sustainable implementation.
5. Discern the applicability of HS&E laws and regulations and client policies and standards to any activity or situation.
6. Able to identify HSSE Hazards, engage with the line management and set adequate controls.
7. Determine root cause(s) of incidents/ trends.
8. Excellent Team player.
9. Independent use personal computing applications, e.g. MS Word, Excel, PowerPoint, and Internet Explorer.
10. HSSE Professional qualification, e.g. NEBOSH, is desired.

Experience
1. At least 10 years working experience in Construction (offshore or onshore); the oil and gas or shipbuilding industry.
