The Company:
Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
Our client is seeking an Offshore Facilities HSSE Manager who will have overall responsibility for delivering an effective HSSE Management System through out the duration of any given project.
Ensure that all Offshore Facilities related HSSE requirements for future contracts are delivered

SECTION 5: RESPONSIBILITIES

Organisation
• Keep the PGM Offshore Facilities (OF) informed of all HSSE related issues
• Interface with GPO HSSE Director and attend monthly GPO HSSE meetings
• Interface with AGT Region HSSE and S&OR function
• Interface with the AGT Region Security manager on project security issues
• Ensure that the HSSE resources working within OF are competent
Risk Management
• Ensure that all HSSE risks that are identified within OF are adequately controlled with risk action plans
• Attend monthly risk reviews
• Act as risk owner and risk approver in the projects risk management process for risks related to OF HSSE.
Procedures
• Draft and update, where necessary, the HSSE section of the Project Execution Plan
• Develop Project HSSE Management System to meet the requirements of GPO and S&OR
• OF HSSE Policy development and annual review
• Ensure that emergency response plans are in place and tested for effectiveness
Contractor Management
• Develop the HSSE Clauses of Offshore Facilities contracts
• Evaluate contractor HHSE submissions during tender process
• Attend monthly and quarterly contractor HSSE performance reviews
• Focal point for all incident investigations for OF contractors
Privilege to Operate
• Confirm that project activities are conducted in conformance with local laws and Client policies, standards and procedures.
• Ensure that the commitments made in the ESIA are complied with
Results
• Manage the reporting of all HSSE incidents and statistics for the Azerbaijan Developments organisation.
• Monitor the contractor’s compliance to the contract
• HSSE budget forecasting and spend monitoring
• Develop and implement the project compliance and assurance plans
• Act as focal point for project incident investigations

Essential Skills / Qualifications:
BASIC SKILLS

• Competent in both written and verbal communication in English language.
• Self motivated with strong management skills
• Ability to energize team members
• Team player with good inter personal skills.
• Ability to influence and manage change.
• Computer literate in MS Word, MS Excel and MS Power-point.

SECTION 4.2: TECHNICAL QUALIFICATIONS
• Bachelor’s degree in relevant field preferred.
• Qualified by NEBOSH international certification or equivalent.
• Experience in Crisis & Emergency Management.
• Previous Health & Safety experience in the oil and gas industry – preferably fabrication.
• Incident Investigation and Root cause Specialist
• Auditing qualification

SECTION 4.3: EXPERIENCE
• 5 years minimum in a similar role.
• Azerbaijan and Caspian Sea experience desirable
• Experience on conducting external and internal HSE audits.
• Knowledge and experience of Fabrication related activities including but not limited to:
o Working at Height
