The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
The Hook Up and Commissioning Offshore Quality lead plans and coordinates inspection activities for discipline inspectors during offshore HUC and informs HUC Manager of Quality Surveillance issues, status and metrics. Reporting to the HUC Manager while ensuring establishment and proper implementation of adequate control processes within the site inspection activities, as stipulated in the Project Execution Plan and the Project Quality Plan. Monitoring and coordinating HUC Surveillance Programs and Contractors plans and procedures.

Roles and Responsibilities:
• Schedules and coordinates inspection activities during HUC
• Advises and informs HUC Manager on Quality issues, status and metrics.
• Ensure establishment and proper implementation of adequate control processes within the HUC team, as stipulated in the Project Execution Plan and the Project Quality Plan.
• Develops and coordinates assessment schedule and conducts offshore assessments.
• Evaluate and monitor implementation of contractor’s quality management systems.
• Monitor, investigate, identify and resolve quality issues.
• Utilize portions of Construction Surveillance Program, evaluate quality metrics and provide reports to HUC management and PQM, as required.
• Provide Quality training as required for inspection personnel.
• Develop Site Quality Plan or add activities to Project Quality Plan as required
• Promote Quality awareness throughout the HUC process.
• Review contractors quality audit/assessment schedule, monitor contractor’s audit/assessment program, and participate in selected audits/assessments.
• Review and comment on contractor’s quality organization.
• Interview contractor’s key Quality staff and monitor their performance.
• Review and comment on contractor’s Quality Plan and Inspection and Test Plans (ITP's).
• Monitor and assess implementation of contractors Quality Program.
• Participate in review of any proposed sub-contractors not on approved bidders list.
• Ensure contractor is performing quality reporting per HUC requirements.
• Assist HUC team in selection of inspectors and supervise discipline inspectors including correlate/review their daily reports.
• Ensure previous lessons learned are reviewed and that new lessons learned are identified.

Essential Skills / Qualifications:
• Engineering or technical degree, preferred and/or minimum of 10-15 years experience in implementing Project Quality Management systems in the Oil and Gas Industry
• Worldwide experience with contractors, in particular those involved in the construction of offshore production facilities.
• Experience with facilitating efforts to resolve interface issues and coordinate multiparty QA objectives
• High level of construction knowledge, skill and experience in offshore HUC projects.
• Communication, strategy/planning skills
• Computer proficiency with MS applications
• Experience with working on highly regulated projects
