Our client is engaged with the construction of a large LNG project and is seeking an HR Administrator in Houston

The Role:
HR Administrator - Houston

The HR Administrator is primarily responsible for the administration of employee time and attendance, expense reimbursements, and payroll systems. Responsible for the timely and accurate delivery of payroll and related client services, including recordkeeping and reporting. Administers full term benefits administration; new hire and on-going enrollments, reporting, troubleshooting, and special projects regarding medical, dental, vision, retirement, and various other plans. Supports and maintains the Human Resource Information System (HRIS). Serves as a technical point-of-contact for assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities.

•Administers the day-to-day administration for all aspects of multi-state payrolls, time and expense administration and reporting, employee benefits and HR Information Systems from data entry to labor and cost analysis.
•Identifies legal requirements and government reporting regulations affecting payroll and benefits; ensure policies, procedures and reporting are in compliance.
•Provides superior service in response to employee inquiries regarding Payroll and Benefits.
•Works closely with accounting staff to ensure accuracy of payroll, labor costing, and employee benefits postings to the general ledger.
•Serves as liaison with payroll and benefits providers.
•Compiles and interprets financial payroll and labor cost data and assists management in making strategic decisions.
•Responsible for the accuracy and timely processing of the semi-monthly payroll and direct deposits.
•Responsible for maintaining the integrity of all individual payroll files
•Responsible for maintaining proper filing status with relevant tax reporting agencies, reviewing withholdings and reconciling withholding payments
•Responsible for reviewing, approving and processing weekly expense report submissions for all employees, including maintenance of expense reimbursement accounts
•Maintains all requirements for employee related reporting and payments, including group health insurance, life insurance, 401K Savings Plan, and garnishments
•Responsible for compliance with state and federal payroll law and updating practices to comply with changes in these laws
•Responsible for reconciliation of payroll journal entries and their impact on cash accounts
•Analyzes employee utilization of current benefits and develops recommendations for review.
•Supports preparation and distribution of written and verbal information that will inform employees of benefits, enrollment and programs.
•Processes enrollments, changes, and terminations to benefits. Verifies and completes benefit deduction entries in HR Information system for all employees. Enters all new hires in the various vendor systems for benefits enrollment.
•Coordinates and plans benefit renewals, open enrollment and new hire enrollment.
•Serve as a subject matter expert for employees and managers.
•Verifies and audits calculations for all monthly premium statements.
•Responsible for tracking all intermittent employee benefit premiums paid through payroll to ensure that rotations and breaks are accounted; communicates with employees on missed insurance premiums and coordinates repayment.
•Educates employees on benefit details and how to use the vendor systems effectively.
•Coordinates employee termination of benefits and enrollment in COBRA post-termination benefits; processes all COBRA entries in system and vendor databases.
•Provides support for HRIS including, but not limited to, researching and resolving HRIS problems, unexpected results, or process flaws; performs scheduled activities. Recommends solutions or alternate methods to meet requirements. Acts as a liaison with third parties and other stakeholders.
•Uses project information skills in managing projects. May provide overall project management for a given HR initiative.
•Leads and/or participates in the review, testing, and implementation of HRIS upgrades or patches. Maintains HRIS tables and provides data entry support as needed. Documents processes and results.
•Writes, maintains and supports a variety of reports or queries utilizing appropriate reporting tools. Assists in development of standard reports for ongoing customer needs. Involved in running various audits of employee and benefit data in the HRIS to help maintain the data integrity of the system.
•Acts as subject matter expert by providing consultative and functional assistance to end users for ongoing administration of HRIS functionality.
•Assist in the preparation of data for Equal Employment Opportunity and Affirmative Action Plan annual analysis and reporting.
•Performs other duties as assigned (no more than 5% of duties)

Essential Skills / Qualifications:
Education:

Bachelor’s degree or equivalent experience and training that provides knowledge, skills and abilities require

Experience:

Minimum of three-five years of relevant experience in payroll systems, accounting systems, HRIS and employee benefits experience. Experience working with payroll processing practices and law in a multi-state environment, payroll taxes, bookkeeping, and spreadsheets.

Skills/ Knowledge/ Abilities:

Exceptional analytical, problem solving, time management and computer skills.
Excellent interpersonal and written communication skills.
Demonstrated ability to work in a fast-paced, team environment.
Demonstrated knowledge of all payroll laws in US.
Must be detail oriented, mathematically inclined, and able to meet deadlines.
Well-developed computer skills with strong proficiencies in Microsoft Word, Excel, ADP payroll and HRIS.
Ability to view and process employee information while preserving a high level of confidentiality and integrity
