The Company:
A Leading international Oil & Gas operating company with many years successful experience delivery of mega projects.

The Role:
To lead negotiations with stakeholders from public and private sectors, and to plan and coordinate all activities, for the proposed infrastructure of a major facility, including assessing the viability of developing the infrastructure for a new industrial park in the designated area.

1. Form and maintain strong working relationships between the client and relevant government authorities and agencies on the allocation of land and marine rights
2. Map the potential synergies with other industries and users of an industrial park.
3. Coordinate e valuation of the land required for the industrial park.
4. Coordinate the design and modification of the port and jetty as required.
5. Propose and negotiate land leases and port usage agreements as required.
6. Supervise contracting activity for the required infrastructure of the park
7. Assess the feasibility and degree of government interest in developing an industrial park.
8. Establish a Steering Committee (Steercom) for the development of the industrial park.
9. Establish the legal structure of an industrial park, with specific focus on infrastructure synergies.
10. Lead negotiations for the establishment of an industrial park or of the infrastructure.
11. Develop the required scope of work, including all infrastructure, HSSE and commercial aspects.
12. Investigate and apply for any investment incentives available to the client.

Main Tasks
• Establish good relations with appropriate officials and domestic gas investors.
• Demonstrate the benefits of a Steering Committee (SteerCom) to the government of Mozambique.
• Develop the terms of reference and administer regular meetings of the Steering Committee.
• Ensure Steering Committee members are held fully accountable for their deliverables.
• Share infrastructure proposals with the port contractor, and with other potential industrial users.
• Develop preliminary agreements for the lease of land, and with port and waterway authorities.
• Finalise the location of the industrial park.
• Evaluate the potential legal and operational structure of the Palma Industrial Park company.
• Coordinate Environmental Impact Assessments with all necessary stakeholders
• Coordinate Resettlement Action Plans with all necessary stakeholders.
• Lead interactions with the future port operating company.
• Develop a plan for the acquisition of the necessary land for the industrial park.
• Understand and map synergies for the use of the industrial park by other industries.
• Establish preliminary agreements for the shared use of the workers camp.
• Establish preliminary agreements for the shared use of utilities, security, services, etc.

Essential Skills / Qualifications:
• Minimum BSc in Civil or Mechanical Engineering
• Preferably BSc in Economics or Business Administration
• Prior experience of establishing an industrial park would be ideal.
• Experience of working internationally with miscellaneous stakeholders
• Experience of contractor negotiations & Project Management
• Demonstrable evidence of excellent collaborative behaviour and strong leadership attributes
• Excellent written and verbal communication skills, with fluency in both Portuguese and English
• Highly skilled at engaging and managing internal and external stakeholders at all levels.
• A track record of managing multiple priorities, and delivering in a fast-paced dynamic environment.
• Experience of creating stakeholder engagement and influencing strategies.
• An understanding of the external landscape in and around Mozambique and NGO concerns.
• Comfortable building new relationships
