The Role:
Inspection and Expediting Coordinator is based in EPSCC1 contractor premises in South Korea (Ulsan) and is assigned for the duration of procurement activities of EPSCC1 contract, from P.O issuance until completion of the Procurement activities planned between January 2015 and June 2016.
He/She reports directly to the EPSCC1 Procurement and Expediting Leader and liaises with QA/QC team and Engineers in charge of the project to ensure, monitor and follow up that COMPANY inspection activities with local and/or international Vendors are performed in compliance with the Contract and COMPANY requirements.

Health, Safety and Environment:
General:
• Assist EPSCC1 Procurement and Expediting Leader to ensure compliance with TEPM and Project Safety Objectives.
• Ensure and promote the use of the Company safety and environment rules (in particular Total Golden Rules) and specifications throughout the works.
• Ensures that contractors and Vendors are geared to comply at all times with safety rules and promote the use of Total Golden rules at Contractor and Vendor level.
Specific:
• Ensure that HSE is given the highest priority.
• Support and implement the Project HSEQ management system (charters, objectives, directives, plans, procedures, specifications, …)
• Promotes HSEQ awareness of workforce at all levels through pro-active attitude (site tour management, HSEQ meetings, incentives actions,…) within Project team and Contractors
• Monitor work activities, especially potential areas where unsafe acts could occur, and ensure that risks have been properly identified and assessed prior to work execution (Job Safety Analysis).
• Demonstrate a Personal Commitment to Health, Safety and the Environment by:
o Leading by example through the demonstration of Safety Critical Behaviors;
o Compliance with TEPM Health, Safety & Environmental Regulations;
o Compliance with TOTAL Corporate Health, Safety & Environment Policy, Plans, Processes and Procedures;
o Fulfilling the HSE Training & Competence Requirements for this position.
o Interface with project management on HSE issues
• Mentor/Develop personnel in the workplace on all HSE matters

Job Duties:
• In charge of all COMPANY inspection activities in relation with local and/or International Vendors of EPSCC1 Package in accordance with Vendor Quality Surveillance Plan of the Project and COMPANY requirements.
• In charge of timely mobilisation of inspectors at Vendor premises, in coordination with project engineers and QA/QC engineers, in compliance with agreed ITP(s).
• To ensure proper scheduling, reporting (progress, planning) and status of COMPANY and CONTRACTOR inspection activities of EPSCC1 Package. To ensure inspection and expediting requirements of the CONTRACT are met.
• To monitor and ensure that CONTRACTOR’s inspection activities with Vendors are performed in accordance with Contract requirements.
• To make proper call off contract with Inspection Contract Frame Agreements and ensure that local and/or international inspectors are selected in coordination with project and QA/QC engineers.
• To ensure application of TOTAL general specifications and respect of internal and external rules.
• To ensure that pre-inspection documentation provided by CONTRACTOR and Vendors for inspection activities is provided in a timely manner and according to project requirements.
• To collect and record post-inspection documentation (inspection reports, NCRs, time sheets, etc...) and ensure that quality of documentation is in line with Project requirements.
• To report any deviation or issues with Vendors and/or CONTRACTOR on inspection and or expediting activities and to make proper recommendation and mitigation measure to management.
• To interface with engineering team (discipline leads) and QA/QC teams of the Package
• To organise the ‘lessons learnt’ file and prepare the transfer of expertise to other TOTAL E&P entities.
• To coordinate with CONTRACTOR any COMPANY visits to Vendors.
• To maintain good relationship with inspectors, Vendors and CONTRACTOR.

Accountability

Report to EPSCC1 Procurement and Expediting Leader for:
Scheduling and Progress of vendor inspection activities,
Coordination and mobilization of Inspectors,
Deviation from Vendors and/or CONTRACTOR
Liaise with project project and QA/QC engineers for:
Definition of inspection activities and inspection requirements
Selection of inspectors

Essential Skills / Qualifications:
• Qualified personnel with proven experience in QA/QC, expediting and/or vendor inspections in oil and gas activities.
• As far as possible, knowledge in technical disciplines (Instrumentation, structure, process, piping, etc.).
• Good English (minimum of level 3 on the Bright test).
• Rigorous and well organized.
