The Company:
A major operator is seeking a 12+ months contract Instrumentation and Controls Engineer based in Houston, Texas. The project is in transition from Phase 3 to Phase 4. SPECIAL CONSIDERATION : This position will be based initially in Houston, with frequent trips to EPCI's engineering offices in Paris, France and Luanda, Angola. This position will likely transition to rotational support at fabrication sites within Angola and offshore during brownfield construction and start-up.

The Role:
The Instrument & Control Engineer will be responsible for Instrument & control design of the brownfield modifications at North N'Dola, East Kokongo and Sanha.
• Responsible for the design, specification, review and approval of instrumentation, control systems, data acquisition, safety systems, process control networks and process visualization.
• Provide support in design, constructability, operability and reliability of the instrument and control systems associated with the facilities.
• Ensure that an inherent safe design is obtained.
• Assist with constructability reviews and advise on ways to improve the design for ease of maintenance and constructability.
• Participate with other members of the project team in the preparation of key project documents such as Project Execution Plans.
• Be a member of the multi-discipline team responsible for developing detailed engineering deliverables.
• Monitor EPCI contractors' work to ensure compliance with project requirements.
• Support costs estimates, schedule reviews, and VIPs as required.
• Support the Engineering Manager in the application of all aspects of the Process.
• Foster an environment of high performance, top quartile capital stewardship, exemplary decision quality, strong partnership behaviors and delivery of the business expectations.
• Apply principles and demonstrate behaviors.

Essential Skills / Qualifications:
Technical Expertise:
Experience in the design and fabrication of Oil and Gas facilities is required.
Good multi-discipline working knowledge of offshore oil and gas design practices is preferred.
Strong knowledge and understanding of:
- Safety Instrumented Systems
- Standards such as IEC 61511, ANSI/ISA 84.00.01-2004 (IEC 61511).
- Process Safety Management processes and Process Hazard and SIL Analysis
- HAZID / HAZOP experience

BS degree in Electrical or Chemical Engineering required, MS or advanced degree desirable.

Desirable Skills / Qualifications:
Safety-in-Design & Reliability:
• Experience with Safety in Design (SID) manual is needed.
• Good understanding of safe design, fabrication and installation practices.
• Experienced with basic and detailed engineering design, including piping and equipment layout, operability and constructability review.
• HAZID / HAZOP experiences desirable.
