The Role:
Fircroft are Seeking an Instrument & Protective Systems Engineer for a contract with an operator within Azerbaijan.

Contract Type: Either Residential or 6/2 rotation
Duration: Initial contract until the end of 2013 – Extension until end of 2014
Rates of pay: Day rate of £583 Gross
Package: Accommodation, Flights & medical

Control Alarms and Safety Instrumented Systems (CASIS) is a global priority project being delivered to make assets safer and more reliable by accelerating the continuous improvement of Production Division risk management, achieved through conformance to eight (8) Foundational Requirements based on Engineering Technical Practices (ETPs). The overall CASIS project scope includes development and rollout of revised Group Practices, Guidance Notes, Tools and Training as well as working directly with assets to ensure conformance with requirements. The CASIS Project scope includes 11 Regions world-wide and more than 100 operating assets.

The CASIS Lead Engineer role is embedded within the AGT Region and supports project delivery for Midstream assets. The CASIS activity set includes a suite of mandatory actions to be carried out according to a global project delivery plan. Outcomes expected include overall conformance with Safety Requirements Specifications, SIS Functional Proof Testing Procedures, Safety Lifecycle Plans and SIS Operations/Maintenance Requirements. The scope includes leadership of assurance processes and physical improvements to asset operational safety, stability and reliability through systematic and sustainable plant maintenance practices such as control loop performance monitoring and tuning, alarm management, and identification and correction of control and instrument related defects.

Lead the AGT Midstream delivery of CASIS project activities and conformance documents, ensuring alignment with AGT Region Technical Authorities (TAs) and consistency with AGT Upstream (Offshore Operations) and UEC Sunbury CASIS Central Team; Assist in the development and tracking of CASIS project key performance indicators (KPIs).
Develop and maintain resource-loaded activity plans for near-term (12-Week) and longer term (8-Quarter) planning horizons. Thereafter, deliver on planned activities in a timely fashion to drive systematic and sustainable control/instrument solutions across AGT Midstream.
Create and maintain CASIS progress reports (monthly, quarterly) and associated summary presentations, host/lead progress update meetings and briefs with Midstream engineering management.
Coach, mentor and contribute to the professional development of national engineers.
Deliver CASIS-specific training and ad hoc coaching for personnel operating and maintaining process control, instruments and protective systems equipment to ensure that they are competent to do so.
Coach, mentor and contribute to the professional development of national instrument/control engineers.
Facilitate incremental improvements and minor modifications to drive CASIS conformance for hydrocarbon processing and transport; develop technical, safety and business justification documents (decision support packages) for CASIS-related Engineering Queries (EQs), ensuring that safety, reliability and availability targets are met.
Provide discipline engineering support to the Area Engineering Support Teams, Operations, and the Reliability & Maintenance teams for urgent operational issues, incident investigations and scoping assessments/studies.
Provide I&PS engineering subject-matter expertise on project design reviews, HAZOPs, CHAZOPs, LOPAs, functional safety assessments (FSAs), HAZIDs/What-Ifs, operational risk assessments (ORAs) and safety-override risk assessments (SORAs).
Provide technical input to support and leverage engineering service contracts for implementing CASIS project activities, provide independent advice as and when appropriate.
Identify requirements for continuous improvement or revision of CASIS-related procedures and business processes, plant modifications, and assist with the engineering design and safe implementation of modifications under the Management of Change process (MOC), applying relevant standards, practices and procedures.
Coordinate delivery of CASIS-related activities with other Discipline Engineers, e.g., Process/Process Safety, Mechanical, Electrical, etc., and Operations and Maintenance teams, and ensure timely completion on high-priority risk reduction actions.
Provide technical assurance and subject-matter expertise for systems and equipment functional integrity reviews, field audits, equipment inspections and SIS-related maintenance activities.
Improve functional safety performance from an instrument and control perspective through systematic defect elimination and by assisting others, e.g., R&M, in development of maintenance and monitoring strategies and site/job work execution practices
Interface with colleagues in the Operations Team to ensure CASIS experiences and lessons learned are appropriately incorporated into the maintenance strategies of instrument and control systems and equipment.
Develop and technically review safety instrument life cycle processes with a particular emphasis on instrument functional performance proof-testing.
Ensure CASIS-driven improvement campaigns are undertaken in an effective and efficient manner by engaging are planners/schedulers and the area maintenance execution team leaders.

Professional Experience and Qualifications:

The applicant must hold a university degree in an engineering discipline relevant to Instrumentation, Process Control Systems or Process Safety, minimum expectation being Bachelor of Science or equivalent academic qualification from an internationally recognised institution, with at least 10 years of relevant industry experience. Further to this, applicants should hold the title of “Chartered Engineer” or “Professional Engineer” and be actively practicing under license by an internationally accredited institution or be actively working towards professional membership in an appropriate Engineering Institution.

Applicants must have practical working experience with one or more of the following technologies in an oil and gas, refining or petrochemical industry application: Distributed Control Systems (DCS), Integrated Control and Safety Systems (ICSS), Safety Instrumented Systems (SIS), Instrument Protective Systems (IPS), Fire and Gas (F&G) Systems, Emergency Shutdown (ESD) Systems, Fired Heater Burner Management System (BMS), Supervisory Control and Data Acquisition (SCADA) Systems, and/or an industry-appropriate Basic Process Control System.

The applicant must have a proven track record in engineering support and technical maintenance of hydrocarbon processing plant equipment and systems. Ideally the applicant will have additional relevant experience such as C&I project design, testing, construction, commissioning, and/or plant operational experience, including process upset/incident investigation, fault-finding and resolution, and use of modern software-based diagnostic and analytical tools.
