The Role:
The Facilities Engineering Capital Project Team provides project engineering, drafting, and design services to support the Company's capital-construction program. This includes responsibility for work on a wide variety of facilities, including:
Onshore production facilities (well sites, flow lines, gathering lines, metering stations, central flow manifolds)
Oil/gas separation and processing
Gas sweetening
Acid-gas processing
Sulfur handling, storage, and shipping
LPG-product fractionation, storage, and shipping
Crude-oil storage and shipping
Rail-loading facilities for all products
Tengiz-area infrastructure including roads, warehousing, and camps

The FE Instrument Discipline Engineer works with a broad scope of responsibilities in Instrument design on multiple, concurrent, small capital projects (typically $1MM – 15MM). Assignments may vary from individual loop design to major turnarounds projects to new facility construction. These projects shall include elements of Instrument engineering. The FE Instrument Discipline Engineer shall be accountable for the quality of all aspects of discipline engineering for which he or she has responsibility, from the beginning of CPDEP Phase 3 through Phase 5. Specific Work Responsibilities include the management of the following activities to completion:
Quality checks on all design documents within the discipline.
Liaise with other Project Engineers, Discipline Engineers, and Discipline Designers, and to produce quality designs.
Mentor local/junior engineers within the same discipline group.
Assists in the input to Project Engineers during early project development (1 & 2) phases.
Assists in the input to and participate in Project Planning, Scheduling and Estimates.
Specify and purchase Instrumentation equipment such as, instruments, cables, panels, enclosures and any other instrumentation related material.
Provide engineering and design input to Drawing Office. Review and issue drawings.
Ensure that all design packages comply with Company Specifications & ASME, API and other applicable national and international standards (to be familiar with SNIP and GOST standards is preferable).
Ensure that materials used in fabrication and construction complies with Company Specifications and requirements.
Review in detail Construction Job packs.
Provide technical support to site construction and Start-up / Commissioning groups. Provide technical solutions to problems at construction site.
Provide engineering input and engineering support to out-sourced engineering companies in their execution of projects.
Review out-sourced engineering company drawings and specifications to ensure conformity to Company Standards and Specifications and contract terms.
Maintain and update Company Specifications & Standards in Instrument / Electrical disciplines, as required.
Responsible for providing input to the development and deployment of engineering work processes, the guidelines, the policies and standards that will ensure the quality of the work product, its efficiency of design and the cost awareness during design and project execution.
Show experience, leadership and maturity in managing design functions with design / drawing office and other discipline engineering specialists.
Be aware of Project Execution Plans and be able to clearly communicate management, staffing, contracting, procurement, and reporting requirements to other team members.
Keep abreast of developments within the industry and deploy these together with any other organization procedures to assure best in class performance.
Promote the use of Value Improving Practices, Best Practices and CPDEP Principles to enhance and measure performance against the industry’s best practices and maintain the engineering specifications, guidelines and standards.

Essential Skills / Qualifications:
Degree in Instrument Engineering from an accredited university.
Extensive experience in similar position.
English language is required, knowledge of Russian is preferable.
Work well within a group and team comprising of varying nationalities.
Must be able to demonstrate strong communication and inter-personal skills.
Knowledge of applicable International industry standards is critical and additionally experience of GOST, SNIP standards and Republic of Kazakhstan regulatory requirements would be required.
