The Role:
• Ensure Quality Assurance and Quality Control within the LNG Operating Company, from front end through detailed design to commissioning/start-up and stable operations, in order to achieve and maintain overall project objectives
• Support the development and implementation of an auditable Operations Readiness and Assurance Plan, considering all aspects of the project to be handed-over to the LNG Operating Company (both technical and non technical)
• Plan and direct activities of multi-disciplined team with the aim of supporting the LNG plant operations, with a focus on improved maintainability, reliability/availability, asset integrity and particularly stating and piping equipment's (loss of containment prevention)
• Ensure that a process for proper handover to Operations from project team (and upstream operators) is in place and implemented at each step
• Review all strategies and standards for operations, including training, staffing and nationalisation plans, in order to ensure alignment among different departments of the company and avoid duplication of efforts
• Ensure that the asset is ready for operations and safely maintained in line with applicable legislation and practices whist meeting production targets.
• Mange short and long-term relations with the outsourced maintenance and operations team to guarantee their safe and efficient performance while executing their services.

• Reviewing the project deliverables i.e.: the basic engineering, FEED, Pre-PHA, Safety cases, detailed engineering review as per the LNG technology and static equipment and piping engineering best practices and support projects department in the technical evaluation of bidders.
• Represent the mechanical static equipment's and piping for the FAT & SAT.
• Provide a smooth transition from the commissioning phase to operational phase.
• Ensure that the process of design documentation management is understood by project staff and contractor(s) including review and approval and subsequent storage of design documents.
• Provide technical leadership and expert council in application of best practices in static equipment's and piping design through all stages of project development.

• Manage the QA/QC staff on all worksites and ensure project quality targets are achieved.
• Establish and monitor Project Quality KPI's through each phase.
• Establish and manage the Project Quality Assurance processes including audits, reviews, etc., in order to ensure that project objectives are met.
• Ensure follow up and appropriate close out of all review actions items.
• Participate and provide QA input into the tender evaluation process.
• Contribute to the development of detailed design and equipment / material procurement and ensure inspect-ability and constructability of design.
• Prepare a Project Quality Assurance Plan to govern all phases of the project. As directed by Project Manager, manage and/or provide discipline input into system interfaces.
• Maintain good communications with the relevant Regulatory bodies such as the Asset holders and Government agencies, and ensure that all required Statutory permits and approvals are obtained on sites.
• Comply with all HSE policies and processes and HSE performance criteria with reference to pipeline coating, installation and availability for the safe transportation of the acid gas.
• Provide Quality Assurance Controls to the EPC Contractor activities at the construction phase.
• Ensure that the plant is constructed in accordance with the approved installation/erection procedures, method statements and risk assessments.
• Ensure that the plant is inspected and tested in accordance with approved inspection & test procedures, relevant codes and standards.
• Provide early feedback to the project manager on any issues, potential delays or interface problems.
• Liaise with Management on functional reporting requirements, Quality Alerts, Lessons Learned/Lateral learning's and functional support.
• Liaise effectively with support disciplines, such as Corrosion, Pipeline / Structural and Fitness for Service engineers.
• Provide technical support and guidance to the project/operations team, defining inspection requirements and ensuring the utilization of appropriate inspection techniques.
• Maximize the use of appropriate and cost effective non-invasive inspection methodologies to provide optimized plant uptime.
• Ensure the effective review of inspection data, results trending and remaining life assessments.
• Perform fitness-for-service assessments and provide recommendations for repair and replacement methodologies.
• Monitoring and reporting of asset process technical data including key asset integrity metrics to the client and internal stakeholders.
• Preparation of annual budgets, monthly finance reports, and responsible for ensuring project delivery within the specified project budget.
• Provide timely and accurate reports to Project Team and service providers as required, informing of anomalies and recommend actions to be taken.
• Ensure activities in the LNG park are performed in accordance with accreditation schemes, legislation, industry standards and the Health, Safety and Environment policy.
• To contribute in ensuring that agreed training programs are implemented and monitored to achieve technology transfer to National work force, in line with the nationalization plans.
• Management of Change for the LNG plant static equipment's and piping and operating procedures.
• Engineering Solutions for plant static equipment's and piping problems.
• Development of sound static equipment's and piping engineering standards, practices and procedures for LNG Operations.
• Definition of Inspection programs for plant static equipment's and piping.
• Act as custodian of the critical project technical documentation (certifications, licenses, authorisations, as builts, etc.)
• Shall be an IRCA, UK Registered Lead Assessor or equivalent.
• Manage OPEX and CAPEX.

Essential Skills / Qualifications:
• Professional engineer with a broad QA/QC experience in Design, Construction and Project management
• Degree educated (B.Sc. Eng.)
• Minimum of 12 years of relevant experience in onshore oil and gas facility construction circa project values of approx. USD $2 Bill+ with at least 5 years of experience gained within the Middle East.
• Minimum of 5 years management experience in establishment, operation and maintenance of quality management system in accordance with ISO/TR 29001 / ISO 9000 with the capability of developing quality system, quality plans, work procedures and inspection plans.
• Experience and knowledge of integrity management software systems such as RBMI, ACET, etc. is preferred.
• possess supporting certification such as API 510, 570, 653, 580, CSWIP Plant Inspection, etc.
• Proven track record as an Sr. Asset integrity engineer or similar.
• Strong leadership qualities, must be culturally sensitive and aware, should have broad industry operations experience.

Desirable Skills / Qualifications:
• Capable of rigorously implementing and enforcing global standards, procedures and engineering work processes. Shall have sound technical knowledge in materials, welding, coating/painting, NDE inspection and general construction activities. Shall have experience of working to and fully familiar with codes and standards such as from ANSI, ASME, ASTM, API and BS codes used in oil and gas industries.
• Has hands on experience in LNG related industry equipment static equipment and piping engineering review i.e.: Cryogenic tank, cold box, Spiral Wound Heat Exchanger, Plate Heat Exchanger and LNG jetty static equipment arrangement i.e. Capstans, Finders, Dolphins Loading Aram and Gang Way also familiar with RBI system.
