The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
Lead, plan, direct and control all the activities in the IT Business Office division in support of companies IT department and IT services.

Direct Reports:

IT Analyst
IT Manager
IT Technician

1. Financial Management: Manage the IT budget; manage invoices and payables; manage IT department Petty Cash; manage service charging; manage financial performance.
2. Contract Management: Manage an IT contract repository with details of all hardware, software, and service contracts owned by IT. Maintain record of contract renewals / maintenance and initiate the renewals / maintenance with approval from each specific IT division. Maintain records of usage, as needed by each specific contract, in order to pay correct maintenance and support fees.
3. Supplier Management: Subject matter expert for the department on supplier management, supplier procurement, contract negotiations and finalization, and supplier performance.
4. Management Information: Facilitate Management Information Reporting by systematic gathering and processing of information. Create and maintain performance dashboards.
5. IT Strategy Support IT Strategy development.
6. Employee Management: Oversee IT hiring, employee performance management, employee individual development planning and employee training / curricula.
7. Content / document management: Oversee Companies content management team, with an emphasis on Companies digital communications, including web pages and the intranet; document management capabilities within SharePoint, Documentum, and fileshares.

Managerial Duties:

1. Manage and oversee the day-to-day work performed by Division staff.
2. Ensure all tasks and activities are performed in accordance with Company policies and procedures.
3. Assess the current skill set of employees and identify the need for development programs.
4. Motivate, coach, develop and support employees.

Essential Skills / Qualifications:
• Bachelor degree in Computer Science, Mathematics, Engineering, Business Administration or any related field.

Desirable Skills / Qualifications:
• Deep technical expertise in two or more specific technical areas, and a good understanding of relevant Chemical business processes and systems
• Strong knowledge of core IT (Infrastructure, Applications) , business processes and technology supplier community
• High commitment to meet business needs as well as Service and Operational Level requirements
• Experience of working with multiple third party vendors, including participating in contract negotiations and contract management
• Proven financial management experience, including budget planning, cost management, cost forecasting
• Proven leadership and management skills
• Experience in managing training plans, defining and maintaining curricula as well as organizational skills assessment and skills gap resolution management
• Proven document management background – specifically in a Microsoft Sharepoint and/or Documentum environment
• 5+ years of experience in IT Service management and Financial Management
