The Company:
It is a major operator within the oil and gas industry.

The Role:
Key Accountabilities:
- Manage TSI contract award from RFP evaluation to contract requirements for project execution
- Ensure TSI detailed design for IT&S systems meets performance, safety, reliability and functional requirements and track/approve changes via MoC process
- Ensure TSI objectives, scope, deliverables, schedules, cost estimates, resource plans and delivery strategies are of sufficient quality for successful delivery.
- Approve work-package deliverables and act as Package sponsor for all IT&S packages, providing guidance to contractors and sub-contractors as required.
- Coordinate IT&S audits during delivery and close out any findings
- Monitor status of delivery across organizational boundaries and contract agreements within the EPC(m) and TSI contracts
- Execute planned/actual comparisons and analyses of plans, schedules, budgets and project objectives, and track purchase order to settlement
- Control deadlines and fulfilment on work package delivery
- Lead system integration commissioning acceptance
- Lead safe transition from project to operations with both client's field operations and the IT&S local and global support.

Activities:
- Inspect detailed telecommunications architecture and systems design and verify complete conformity with IT&S specifications and the client's Group Defined Practices
- Review alternative methods and solutions for complex telecoms engineering problems and selects the most efficient and economical option to achieve the design objectives and international standards
- Provide prime technical interface and interaction with stakeholders
- Provide direction and guidance on technical issues and act as technical arbitrator between IT&S stakeholders in the event of conflicts for successful resolution of scope and to minimise variation orders
- Ensure early identification and resolution of all significant risks to portfolio delivery
- Consult with Global Projects Organisation Technical Authority, Functional Subject Matter Experts, Advisors and Engineering Technical Authority as appropriate on key issues of integrity and non-compliance to agree solutions
- Interface with stakeholders and provide technical support to construction sites and commissioning engineers, provide start-up assistance as required.
- Manage IT&S activities and deliverables and ensure that all key issues are identified and mitigated.
- Coordinate with stakeholders to develop a coherent activity plan that is effectively integrated with the plans and schedules of inter-related delivery organisations
- Establish key milestones and manage schedule workload and various project activities related to scope and ensure milestone dates are achieved
- Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
- Monitor Material Take off (MTO) activities, identify irregularities and shortfalls, and take corrective action as required
- Direct the preparation of technical inquiry requests to vendors
- Interface and regularly meet with client and vendor representatives to ensure the progress of project in accordance to schedule and budget
- Participate in meetings with client and representatives of other engineering disciplines.
- Interact with Quality Assurance for quality issues to ensure strict compliance with standards and procedures
- Manage handover, commissioning and acceptance, for IT&S system
- Coordinate Internal and Client audit requests

Essential Skills / Qualifications:
- Excellent Planning, Cost Estimating, Risk Management, Performance Management, Quality & Delivery Assurance skills with supporting PM accreditation (e.g. PMP, APMP, PRINCE 2 Practitioner)
- Minimum of 10 years’ experience in Telecommunication and IT systems in the oil and gas or petrochemicals industry as a lead engineer in a multidisciplined role
- Excellent and proven track record of engineering assurance and delivery of IT systems in a large and complex project environment across IT and engineering disciplines and geographies.
- Educated to Degree level or equivalent Excellent record of Stakeholder Management
- Excellent knowledge of IP Telephony, Data Networking, Optical Transmission, Radio and Wireless Communication Systems

- Experience with Video Access Surveillance System, Access Controls and Identification Management System and Intrusion Detection System, Public Address and General Alarm
