The Role:
1.1. The present Job Description defines the obligations and authorities of the JPC (Joint Procurement Committee) LIAISON EXPERT who is normally located in the client's Kazakh Office. Trips to the field and some international travel will be required.

1.2. The JPC LIAISON EXPERT reports directly to the C & P Controller.

1.3. In order to perform the job duties the JPC LIAISON EXPERT interacts with the following Departments / Organizations:
- Project C&P staff
- TGA (Technical Group of Authority) and JPC Members
- Other Departments of project team acting as User Departments
- Project Contractors
- Legal Department
- Finance Department
- Other departments as required

1.4. In his activities the JPC LIAISON EXPERT is guided by:
- Legislative and statutory Acts of RoK (Republic of Kazakhstan);
- Internal Policy and Regulations of the project, Client Code of Conduct;
- Internal Labour Regulations;
- Present Job Description;
- Client HSE Procedures;
- Safety, occupational sanitation & hygiene, fire safety standards and regulations;
- Employment Agreement;
- Other acts regulating the functions of the present position

- Manage the JPC Meeting agenda and longer term planning to ensure urgent submissions get priority and assist User Groups and support C & P Managers with the preparation of JPC Submissions including preparation of prequalification and tender evaluation criteria and support to the TGA review process.
- Assist C&P Managers in drafting contracts and invitation to tenders, including recommending contract structures and reimbursement provisions for the major contracts.

- Expert and efficient performance of the duties in this Job Description and in accordance with instructions received from the C & P Controller.
- Review the Annual Contract Plan and look ahead schedules so that individual contract and tender strategies and subsequent submissions are fed back into the C & P Planning group.
- Maintain the full engagement and alignment of user departments and other internal and external stakeholders.
- Ensure appropriate engagement and alignment of external stakeholders including regulators, industry bodies and the supply chain.
- Working collaboratively with the appropriate Users and C & P Managers undertake the preparation of high quality JPC Submissions, covering all aspects of the tender process from commencement of the procurement process to contract award.
- Manage the entire JPC process from client’s aspect including preparation and agreement of the agenda, providing support at meetings with the TGA and briefing the C & P Controller prior to JPC meetings.
- Deliver continual improvement in the organisational capability of the client in the formulation of major, large value, complex contracts.
- Training and development of C&P staff in the preparation and correctness of JPC Submissions and the preparation of tender documents and contract formulation
- Maximise opportunity to include innovation and increase value to project.

- For dereliction (improper implementation) of the job duties specified by this JD – within the limits specified by labour laws of Kazakhstan currently in force;
- For violation (offences) committed while implementing the job – within the limits specified by Administrative, Criminal and Civil legislation of RoK currently in force;
- For property damage – within the limits of labour, criminal and civil laws of Kazakhstan currently in force;
- For non-compliance with the Agreement on confidentiality of information and violation of Code of Conduct, and of client rules – within the limits of client policy.


- Comply with requirements of the Safety, Health and Environmental laws of Kazakhstan and to obey the corporate policy of the project on Safety, Health and Environment, and to practise project's Safety Systems
- Provide safe and healthy conditions of work to subordinate personnel and control over the compliance by this personnel all safety and labour protection rules and regulations.

Essential Skills / Qualifications:
- Higher professional education in an appropriate discipline in the Oil and Gas Industry.
- Experienced in the preparation of papers requiring partner and government body approval.
- Experienced in developing contract strategies, and formulating and tendering complex major contracts
- Significant and proven work experience in a similar position in the industry.

Necessary knowledge
- Contracting and Procurement processes for upstream business categories including O&M, construction services, transportation, accommodation and catering services
- Appropriate ROK and international regulations
- Supply chain markets

Necessary skills and experience
- Specific experience in the preparation of approval papers to senior partner and government body representatives and development of contract strategies with major E&P companies
- Implementation of change
- Facilitation skills
- Proven commercial and negotiation skills
- Excellent presentation and verbal/written skills
