The Company:
Our client, a major oil and gas refinery in northwest Ohio is looking for a Junior Cost Engineer to work in support of an upcoming large scale project.

The Role:
The Junior Cost Engineer s responsible for assisting the tracking the current level of commitments, actuals and value of work done and reports of Forecasted Final Costs. The Junior Cost Engineer is responsible for assisting in maintaining the procedures and deliverables associated with cost control and managing the cost control & accounting interface activities with the contractor for the assigned Delivery Team.

-Develop the project cost control procedures based on standard Cost Engineering Procedure and reflecting both the client's, and contractor roles and responsibilities.
­-Ensure the preparation and development of appropriate control budgets from the Project estimate.
­-Prepare cost data for their assigned Delivery Team.
-Work with cost control tools.
­-Ensure correct coding of all requisitions, purchase orders, contracts, invoices, estimates, and ensuring these are updated and maintained in the Cost Database.
-Interface with Cost Estimator to ensure estimates and studies within a project stage and for sanction are incorporated into the control budget.
-Provide cost input to and implement the cost element of project management of change procedure.
­-Incorporate output from the Management of Change process into cost reports and capex phasing; Ensure that delivery team cost reports reflect the correct value for approved changes and that the Forecast Final Cost is equivalent to the original estimate plus the sum of all changes.
-Prepare and implement Cost Database, including roll-up levels and reporting cycle calendar
­-Developing and issuing various reports to appropriate stakeholders, including partner reports.
­-Assist with development of Project Closeout Plan.
-Verify contractor and supplier invoices for payment; assist development and negotiation of payments.

Essential Skills / Qualifications:
Experience: 2-4 years relevant refining, petrochem, construction experience on major capital projects.
Education: 4 year Engineering or Business Degree/ minimum 2 year associates with experience
