Our Client is a Global Operator in the Oil and Gas Industry.

The Role:
Job Purpose:
The Engineer (Procurement) is a member of the our client's Project Services Team and reports to the Project Cost Manager. The Cost Engineer will be based in the London project office. On a day to day basis the Cost Engineer will follow the guidance and instruction of the Project Senior Cost Engineer for Procurement. The Cost Engineer will be required to assist in the provision of information to enable, at least, the calculation of phased VOWD, Cash Flow Forecasting and Forecast Final Costs (FFC) of all equipment and material packages.

The ability to communicate effectively with Package Managers, Buyers, Engineers, Inspectors and Expeditors will be required.

As part of the Project Services Team, the Cost Engineer will provide leadership on HSSE issues and set by example, behaviours necessary to deliver the team’s commitment to no accidents, no harm to persons and no damage to the environment.

Cost Control Responsibilities:
• Responsible for monitoring all cost data provided by contractors assigned to the project and ensuring all required cost logs, registers and reports are maintained.
• Responsible for maintaining and providing input to the client's cost database to monitor and track the budget, actual cost, Value of Work Done (VOWD) and forecast cost in the assigned areas. Perform analysis to understand variances, issues, opportunities and predict cost trends.
• Responsible for liaising with the Project Procurement Planner and Expediting team to understand the schedule and progress to assist in cost phasing, VOWD calculations and forecasting.
• Ensure all purchase orders and invoices are coded correctly; developing and maintaining all required cost logs, registers and reports.
• Responsible for reviewing, logging and verifying contractor invoices prior to their formal approval/rejection.
• Prepare cash call forecasts.
• Liaise with the Finance team to provide VOWD and other data periodically.
• Provide responses to data requests and variance commentary.
• Co-ordinate, with the Buyers and Package Managers, PO variation order evaluations and follow up on changes with the Change Co-ordinator for inclusion into Project Management of Change (MoC) register. Ensure that output from MoC is included in cost forecasts and phasing.
• Ensure cost information is in compliance with our client'ss internal requirements and to ensure readiness for internal reviews.
• Assist the Project Cost Engineer (Procurement) and Cost Manager as required, with the co-ordination of our client and contractor procurement and supply chain representatives, to ensure that current market pricing and intelligence have been included in the development of cost forecasts.
• Ensure use of applicable Technical Practices, GPO Project Services Guidelines & Bulletins.
• Ensure that lessons learnt and best practices are considered.
• Assist the Project Services Team with Project Closeout activities.

Benchmarking Responsibilities
• Assist the Cost Manager and/or other Cost Engineers with the entry of cost data into the client's e-projects data base at key stages in the project life cycle. Use these internal data to conduct internal benchmarking.
• Assist the Cost Manager in external benchmarking with consultants to ensure competitive project performance targets with industry norms and best practices.

Essential Skills / Qualifications:
Degree qualified with relevant experience.
Familiar with Microsoft Office, in particular a high level of competence in Excel is required.
2-5 years experience in Cost Engineering
