The Role:
Job Description

The purpose of this position is to provide the in-house level of expertise in the discipline of marine technical assurance to effectively mitigate the risks associated with operating DP Class 2 vessel’s supporting exploration and production through the application of sound and robust assurance processes. The job holder shall provide specialist marine technical advice and support to BP Angola Logistics & Infrastructure Marine and Cargo Team.

This position which is rotational is based in Luanda, Angola and will be under the direction of the L & I Marine Team Leader. The position will assist in the implementation of the BP Group Marine Assurance and Marine Operations Standards as applied to Platform Supply Vessels and Fast Utility Vessels in accordance with the Group Policy.

Excellent communications skills:

Accountability and Responsibility

The job holder responsibilities include:

• Coordinate vessel inspection program for contracted marine fleet. Lead auditor and OVID accredited inspector for marine and contractor audits and inspections.
• Participate in marine operator audits, reviews and assessments. Maintain a corrective action register for all marine and operator audits and inspections and following up on same.
• Provide marine technical advise as it relates to DP PSVs, their machinery, equipment and operating systems. Liaise with ship owners and operators on technical matters regarding contracted vessels.
• Maintain the vessel inspection and audit pro-forma in line with current industry, Flag State, Class and Contractual requirements to ensure that the audits and inspections target all necessary areas to ensure that contracted vessels are being operated to industry best standards of safe working practice.
• Liaise with the Marine Authority and HSE department and advise them of all inspection and audit outcomes.
• Provide technical expertise in the tendering, evaluation, selection of contracted vessels.
• Participate in defining functional requirements and technical specification for new tonnage and for modification of existing vessels.
• Carry out marine/accident investigations when required.
• Providing advise/guidance to HSE as it pertains to marine operations and participate in HAZIDS, HAZOPS and Risk Assessments. Assist in maintenance of the L&I Risk Register.
• Maintain department marine library and other technical documentation.
• Assist in the drafting of and updating of the Marine Manuals and Procedures
• Providing general marine technical advice and guidance to L&I Team as required.
• Provide training and mentoring of local staff in their development towards a Superintendent / Ship management role as part of the succession planning.

Essential Skills / Qualifications:
Qualifications, Competencies and Experience

The ideal candidate will be a Marine Engineer and holder of a Chief Engineer (unlimited) STCW III/2 certificate of competence together with service as Chief Engineer. This service should include service in a senior position on DP Class 2/3 vessels. Ideally the candidate will have not less than Certain number of years in a senior marine technical management role (ashore and/or afloat) in an oil and gas industry related position.

Previous experience in a shore management role such as a Marine Technical Superintendent would be preferable.

Exceptional candidates with a restricted Chief Engineer or 1st Engineer certificate of competence together with extensive experience in the industry may be considered.

Experience and knowledge required:

• Marine engineer qualified and experienced to the level of Chief Engineer together with certain number of years in a senior offshore marine related role together with experience of DP2 Platfor
