The Role:
Fircroft are seeking a Lead Civil Inspector for an Oil & Gas Operator within Azerbaijan

Location: Baku with some work in Georgia
Rotation: 6/2
Rates: Day rates (negotiable)
Duration: 12 months+
Project Information: This position will be camp based working mainly in Azerbaijan & some in Georgia inspecting road upgrades / repairs & the construction of multiple large line pipe storage yards

The ideal candidate will more than likely be working as a Field Civil engineer and have previous experience of inspecting or supervision field civil works. Inspectors that will be focused mainly on the mechanical aspects for pipeline installation.


Duties:
Supervise on and facilitate contractor in execution of construction activities.
Single Point of Contact for all Site Quality issues
Ensuring that the Contractors QA/QC activities are conducted in accordance with the requirements of the Contract
Manager for all site QC team functions and activities
Assist Company in achievement of Quality & Integrity of Build
Promote achievement of the AGT Quality Policy and Objectives
Assist and support the Project Manager to achieve his contract objectives
Promote the AGT Quality Policy & Objectives and ensure compliance to EP-GP-50-10-1 Quality Management in Major Projects
Demonstrate leadership by actively engaging the site team and construction contractors with actions that contribute to delivering on companies Quality expectations
Take overall responsibility for the satisfactory surveillance of all inspection and testing activities in accordance with the project quality documents
Verify implementation of contractors’ ISO 9001 system
Monitor contractors’ QC plans, programs, and QC personnel qualifications for full compliance
Review the performance of contractors’ personnel undergoing trade training; ensure that the competency assessment process is rigorously implemented
Ensure that the Hold & Witness points and other requirements identified within the Inspection & Test Plans are fully implemented
Supervise QC site team and deploy inspectors according to ITP and project priorities; develop performance criteria and ensure expectations are being met
Liaise closely with site Engineering, Commissioning and Construction Operations Leads to ensure that the scope and timeliness of quality surveillance activities are aligned with project priorities
Participate in the decision process relating to the disposition of deviations, non-conformances, and concessions to specification and codes that are requested by contractor.
Aid construction discipline engineers on quality-related issues
Determine, track and report QC related Key Performance Indicators (KPI’s)
Communicate all potential quality-related risk and improvement issues to the Project Manager & Project Quality Lead
Take ownership of designated quality-related execution risks and drive them to acceptable levels
Submit weekly discipline report and provide other accurate/timely input to various site reports
Ensure that QC related Action Items are addressed and closed in a timely manner
Participate in various site meetings as required by the Construction Manager, Project Manager & Facilities Quality Lead
Lead and/or coordinate weekly QC meetings with contractor, and site team
Lead and/or participate in quality reviews and site audits as directed by the Project Quality Lead
Demonstrate a commitment to the development of Azeri nationals

Excellent work and personal ethics that include trustworthiness, commitment, and empathy
Computer literate in MS Word, MS Excel and MS PowerPoint

Physical ability to walk, climb, and otherwise access construction work locations

Essential Skills / Qualifications:
Demonstrable experience in a Civil QC leadership role.
HNC/HND (or equivalent technical qualifications, alternative qualifications can be considered with relevant experience)
Coating Inspection - NACE Level 2 [desirable]
Quality Auditor certification and training [desirable]
CQI or AQI Membership [desirable]
Expertise in comprehending, interpreting, and communicating quality specifications,
construction drawings, & specifications, and inspection reports, including general civil works.
Proficient in the use of MS Excel, MS Word, and MS PowerPoint

Desirable Skills / Qualifications:
Minimum of 5 years’ experience in pipeline construction Quality leadership role
Minimum of 15 years’ experience on QC activities applicable to oil & gas onshore and/or offshore facilities and equipment
Experience in AGT and/or FSU region
Experience working & living in an onsite construction camp environment
Minimal 10 years in Field Construction Supervision in a international, multi-cultural environment
Profound knowledge of applicable standards / legislation
