The Company:
Our client is a leading international oil and gas operator with presences in worldwide and is currently seeking a Lead Commissioning and Start up Engineer.

The Role:
This position is responsible for planning and supervise the transition of the facilities from a state of final construction to one of live operation, consistent with security of the installation. Accept the facility for operations.

Key Job Responsibilities:

Commissioning Strategy and Plan
• Provide Input to commissioning Philosophy for FPSO to input FEED work
• Provide initial start-up sequence for FPSO to input FEED work

Commissioning and Handover Operations Planning
• Drive development of a commissioning and handover plan for the transition of facilities from a state of final construction to live operations (with input from Pre-Production group), including:
• Establish completion, commissioning and handover procedures
• Detailed work plan aligned with Asset management expectations on timing / cost / available resources and milestones
• Performance testing requirements
• Safe operation compliance review / certification
• Handover sign off procedures and documentation requirements
• Risks and mitigation planning
• Review operability of the design with minimum alterations
• Lead review and gather input on work plan with relevant handover parties (i.e. Management, Engineering and Operations etc.)
• Gain final agreement on work plan

Commissioning and Handover Operations Execution
• Conduct trial runs in accordance with performance guarantees
• Lead execution of commissioning / start up and handover plan with handover parties
• As project circumstances changes, update risk register and develop mitigation plans
• Acting focal point for clear coordination and synergy of all commissioning activities
• Ensure adequate manuals handover and maintenance documentation (through Document Controller)

Development & Leadership
• Ensure behaviors, performance, and resourcing of own team support project's goals, company policy and standards
• Identify the resources required to carry out the program, including the mobilization of vendor start-up engineers
• Participate in business planning, budgeting, Systems Integration, peer reviews, and other initiatives as required
• Encourage commitment to continuous improvement and knowledge sharing from subordinates
• Mentor and appraise staff in own team
• Experience in FPSO commissioning (with expertise in gas handling and/or gas processing)
• Superior leadership, communication and multi-tasking skills to work with stakeholders from multi-disciplines

Essential Skills / Qualifications:
- Preferable Singaporeans/SPRs or expatriates holding PEP.

- University degree
- Minimum 10 years working experience in related field
