The Company:
A Major international oil and gas operator

The Role:
The Commissioning Lead for the Project reports to the Construction Manager and is responsible for all activities pertaining to Pre-Commissioning, Commissioning, and Start-up of the topsides and subsea facilities.
This position will be responsible for interfacing with Business unit operations and the EPC Contractors to ensure commissioning aspects are covered during the detail design, fabrication and HUC stages of the project.
Commissioning Lead will:
• Be responsible for reviewing and commenting on Contractor generated System Completion deliverables (i. e. commissioning plans) to ensure plans are in compliance with Technical Requirements of the Contract
• Work closely with the project Operations Assurance reps to ensure commissioning plans are aligned with project OA requirements
• Responsible for developing Phase 4 PMT SC deliverables.
• Travel to the fabrication locations to oversee commissioning activities
• Work closely with the overall facilities team to champion an incident and injury free culture
• Interface with SASBU MCP and Operations to ensure commissioning and turnover plans align with customer expectations
• Oversee commissioning activities in Angola during the commissioning and turnover of the Lianzi equipment to Operations

Essential Skills / Qualifications:
Desired candidate should have minimum 10 yrs experience in the Oil & Gas industry with previous commissioning and start-up experience.
Commissioning & Startup Experience Demonstrated previous experience with the following activities:
• Produce and implement commissioning execution plan.
• Produce and control commissioning budget.
• Govern the accumulation, production, and maintenance of commissioning documentation.
• Ensure that HES and permit to work procedures are followed during commissioning activities. • Govern Supplier coordination activities. • Monitor and report commissioning progress against project schedule.

The Commissioning Lead will initially be based in Houston. However, extensive domestic and international travel will be required, including travel to South Africa to visit existing client facilities and travel to various contractors' engineering, manufacturing and fabrication sites. Desirable Skills / Qualifications:
Critical Technical Skills:
• Demonstrate commissioning and major capital project experience.
• Offshore, brownfield, and subsea scopes are a plus.
• Experience with interfacing with operations to gain alignment and agreement on commissioning, turnover, acceptance, etc is highly desired.
• Demonstrate ability to coordinate with other functional groups (e.g., engineering, HES), and to manage 3rd party contractor performance.
• Direct experience with international projects, in particular West Africa, preferred.
• Experience with Operations Assurance (OA) and Base Business processes a plus. Leadership, Team Work and Communication:
• Effective Leadership Skills - Demonstrated ability to lead multi-functional teams spread over several work locations.
• Effective Team Management Skills - Able to coordinate and motivate a large multi-functional and multi-cultural team, including 3rd party contractors, spread over multiple international locations.
• Strong Communication Skills
