The Company:
A leading international Oil & Gas operator is looking for an experienced Lead Commissioning Engineer.

Location: Algeria, camp based
Length of contract: up to 12 months
Rotation: 28/28
Daily rate: £615net

The Role:
The Lead Commissioning Engineer is a back-to-back position acting as the focal point for day-to-day commissioning planning, witness testing, certification, and hand over activities, liaising with field discipline engineers, construction supervisors and IA Ops technicians in delivery of commissioning and start-up scope.
The position provides oversight and direction to EPC Contractor commissioning personnel including verification of implementation of safe systems of work and assurance over compliance with project certification requirements leading-up to hand-over to the Operator. Specifically, this role will oversee site based static and dynamic commissioning activities including loop testing, line cleaning, nitrogen leak testing and preparation of plant and equipment for start-up.
During start-up, the Lead Commissioning Engineer will direct hydrocarbon commissioning activities on behalf of IA Operations including performance testing of equipment.


Reporting relationships, line manager, etc:

Reports to the Engineering and Commissioning Manager
Liaises with field discipline engineers (performing commissioning role)
Coordinates with Construction Supervisors and Operations technicians


Role Description:

• Liaises with the Commissioning Manager to ensure that all works are adequately planned and resourced to support the work plans
• Provides assurance that EPC Contractor commissioning plans are adequate to meet schedule and integrity requirements
• Ensures effective implementation of the integrated commissioning plan through surveillance and monitoring of static and dynamic commissioning activities
• Leads all dynamic commissioning activities including oversight of line cleaning, drying and leak testing activities carried out by EPC Contractor or specialist sub-contractors at site
• Monitors compliance with PTW systems and SIMOPS controls and identifies and mitigate risks posed to the workforce during commissioning and start-up
• Assures implementation of the joint integrity plan following completion of leak testing to provide assurance of a tight plant prior to introduction of hydrocarbons
• Reviews Mechanical Completion and System Completion dossiers prior to acceptance including verification of close out of all punch lists, NCR, Site Queries, Field Changes etc prior to CAC
• Coordinates requirements for commissioning and start-up with specialist contractors, vendors, project staff and the operations team.
• Liaises with IA operations to ensure on-going commissioning activities do not impact existing process plant
• Lead responsibility for the start-up, ramp-up and performance testing of compression facilities on behalf of IA Operations


Responsibilities:

• Demonstrate HSSE leadership and promote a high standard of HSSE behaviour within the EPC Contractor and sub-contractor organisations
• Day-to-day assurance that commissioning activities are completed in accordance with quality plans (ITP) and that the project completions system is maintained up-to-date (by EPC Contractor)
• Support safe implementation of PTW and control of work procedures
• Review and/or develop commissioning plans and procedures for dynamic testing of equipment and systems; witness functional testing as required.
• Ensure proper coordination of specialist contractors, vendors, project staff and the operations team in support of commissioning and start-up activities
• Establish priorities for mechanical completion of sub-systems to allow efficient execution of commissioning work scope
• Participate in system walk down and punch list activities and progressing efficient close out of punch lists
• Review Mechanical and System Completion Dossiers including review of as-built drawings
• Review line cleaning, line drying and leak testing procedures and associated work packs; witness activities carried out by Contractor or specialist sub-contractors.
• Manage implementation of the joint integrity plan following completion of leak testing to provide assurance of a tight plant prior to introduction of hydrocarbons
• Ensure that any chemicals, packings, special tools, commissioning spares or other materials required to support commissioning and start-up schedule are available
• Oversight of commissioning materials and equipment preservation at site to ensure that preservation of equipment is carried out in accordance with OEM requirements
• Liaison with IA operations to ensure commissioning activities do not impact existing process plant
• Assist in the development of operating procedures, operator training materials, and implementation of operator training program
• Represent the start-up team at reviews and audits as part of the pre-operations assurance programme
• Verification that process isolations are correctly identified and located to support planned simultaneous operations and process safety requirements
• Verification that masking of protective devices to support commissioning does not defeat any critical protective functions
• Lead responsibility for the start-up, ramp-up and performance testing of compression facilities on behalf of IA Operations including coaching Operations technicians on the correct and safe operation of systems and equipment
• Advise on commissioning progress against the integrated commissioning plan highlighting areas with potential to impact the integrated commissioning schedule.
• Participate in risk reviews and develop mitigation plans for all major areas of risk

Knowledge and Experience:

Knowledge and experience will typically include:
• Process plant design, commissioning and operation in the oil and gas sector
• Familiarity with certification processes used during installation, commissioning and handover of mechanical systems from project to operational phase
• Direct involvement in static and dynamic commissioning checks for process systems including compressor and turbine control
• Strong knowledge of live plant hazards and control of work requirements within an Operations environment
• Planning and execution of performance testing and evaluation of process plant and equipment

Essential Skills / Qualifications:
The position holder will have a demonstrable experience in the installation and commissioning of process plant and equipment in the oil and gas industry and will have previously held position(s) of responsibility in similar commissioning and/or start-up roles; essential requirements criteria are:
• Degree or higher level qualification in an appropriate engineering discipline (process /automation and control preferred)
• Process control background
• Extensive industry experience in a similar position (minimum 10 years attestable experience)
• Good spoken and written English

Desirable Skills / Qualifications:
Knowledge of French/Arabic desirable but not essential
