The Company:
Our client is a major global Oil and Gas EPC management company that can cover small Brownfield projects to major Greenfield projects.
They are a growth company who can serve as a Sole Supplier, Joint Venture or Subcontractor. With a proven track record of delivering large scale complex projects they are a progressive and attractive company.

The Role:
The key elements of the role are :

•Supervise and direct all activities of the Cost Control Function and the Cost Control Engineers.
•Supervise the Cost Controls function during design and/or construction stages of the assigned project/projects.
•Creates, administers and manages Project cost control & accounting functions.
•Prepares Benchmarking data.
•Implements, administers and maintains cost control systems and procedures to track and report the Project budgets, commitments, expenditures and forecasts.
•Develops Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as basis for Project budgeting and forecasting, to ensure recognition of cost and/or schedule changes and proper reflection of changes in all cost reports and in the Project schedule.
•Configures, maintains and administers the cost control system and ensures effective interfaces between cost control system and Company accounting system.
•Coordinates with the preparation of Project cost estimates.

Additional Duties:

•Allocates budgets based upon the WBS and the Project cost estimate. Works with the team to breakdown the cost estimate per the WBS.
•Facilitates development of cost control reports which are in alignment with the work breakdown structure, and invoicing that will allow cost trends to be monitored.
•Records and monitors all projected spending and commitments made against the Project budgets, including: Project personnel costs; direct company costs; third Party contracts/studies; and in-country costs.
•Coordinates with accounting the proper coding of invoices per the WBS and review invoices to ensure correct billing per the Company requirements.
•Receives, allocates and reconciles Project expenditure information from accounting on a monthly basis. Monitors, controls and forecasts monthly expenditures and work progress for the Project.
•Develops ad-hoc cost reports to establish the AFE budgets, Project progress; expenditures booked and forecasted spending for each Project AFE.
•Performs a detailed post project evaluation.
•Ensures all financial/contractual issues are resolved; ensures the project close-out procedure's implementation.
•Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance.
•Ability to interface directly with project teams and clients as required.
•Available to travel, as needed, in order to perform functions such as construction site inspection, information gathering, and / or client meetings.

Essential Skills / Qualifications:
•Degree in Engineering, Business Studies or Siploma.
•Member of Association for Project Management or Association of Cost Engineers.
Substantial experience of EPCM engineering projects, including managing multi-discipline design activities with International EPCM contractors.
Substantial experience in years Oil & Gas, Refinery, Petrochemical Industry
