The Role:
As the Project Cost Lead, you will report to the Project Business Lead, providing overall project cost, estimating and change management leadership and expertise.

The Project Cost Lead will ensure that overall Project Cost Control System provides valid, accurate and timely information to Management. Support Project Management Team (PMT) with ongoing project cost analysis, reporting, forecasting, budgeting and Change Management and manage interface between Project Controls – Contractor – PMT.

Working closely with and in support of the Project Business Lead, you will lead the development of project controls systems and tools; develop and document Control Estimates and Budgets (annual and multi-year), and ensure that these products reflect the approved project design/execution scope.

Additionally responsibilities include:
• Prepare and review monthly cost reports (budgets, forecasts, expenditures, commitments)
• Maintain ongoing cost vulnerability/cost reduction opportunities database
• Review Project Account’s monthly Stewardship Report for actual invoice bookings
• Develop monthly expenditure and commitment forecasts
• Monitor and report on cost implications of changes
• Participate in contract commercial bid evaluations (as required)
• Participate in developing Contract Price Budgets
• Support preparation of funding estimates and budgets
• Interface with Project Accountant regarding funding, budgets and invoices
• Respond to ad hoc requests from PMT related to Controls/Reporting
• Monitor and appraise the performance of contractors in the areas of cost control.
• Examine and evaluate the Contractors cost control organization, plans, performance and procedures
• Review and, where appropriate, endorse cost baselines and forecast prepared by contractors
• Analyse cost trends developed by contractor
• Review cost basis of contractor's Change Proposals - review and endorse Change Orders - monitor, analyse and report contractor
• Assist site management in developing/reviewing cost corrective actions and recovery plans, and making sure needed actions/plans are implemented.
• Support the necessary site audits and reviews
• Ensure cost management system is implemented consistently with overall project guideline

Essential Skills / Qualifications:
Tertiary qualifications in Engineering, Engineering Technology, Business Administration will be highly regarded, as well:
• Demonstrated experience in project management, cost estimating and cost forecasting.
• Familiar with the use of various cost control software packages.
• At least 5 years experience in the oil and gas industry, with preference to Upstream / Pipeline / Offshore Engineering, Procurement, and Construction experience.
• Extensive knowledge of project controls principles, theories, and concepts and the use of WIZARD ( SAP System )/IPES System.
