The Company:
With interests in over 20 UK Continental Shelf (UKCS) fields, my Client has one of the most significant exploration and production businesses in the offshore waters of the UK.

The Role:
•Prepare and maintain the cost break-down structure in co-ordination with work and organisational structures and accounting processes in liaison with the appropriate functions and managers.
•Working with Alliance Partners, Project Managers, Project Team Members and other Cost Engineers, prepare and operate in-house overall cost control systems and cost data.
•Provide accurate and timely cost reports, verifying cost performance against plan, and identifying areas of potential budget overrun requiring corrective action.
•Input expenditure data for monthly / quarterly report; assist in report preparation.
•Produce and maintain annual budget cost estimates submitted for annual work programme and budget approval cycle in conjunction with the finance function.
•Liaise with Project Accountants and Asset Business Analysts on Opex & Capex input into Business Plans and subsequent reporting.
•Assist the preparation and maintenance of cost procedures, and provide input to other relevant project documentation.
•In conjunction with the TMS Alliance Partners, develop and maintain cost estimates for the UKU project portfolio in accordance with the corporate standards and guidelines; ensure consistency across the portfolio.
•Prepare and maintain business plan life-cycle budgets; liaise with commercial managers and economists on cost sensitivities.
•Support internal and partners’ project cost reviews and approvals processes.
•Lead or participate in, as appropriate, reviews of third-party or sub-contractor estimates.
•Lead or participate in, as appropriate, cost and schedule risk analyses, using probabilistic techniques.
•Lead or participate in as appropriate, the development of a risk register to provide for identification, mitigation and monitoring of project risks.
•Where appropriate participate in the development and review of key deliverables to ensure appropriateness as input for estimates.
•Maintain a cost estimating database

Essential Skills / Qualifications:
•Technical professional with experience in the oil and gas or petro-chemical industry. Experience of managing multiple Contract types and working on projects with joint venture partners.
•Educated to first degree level in a relevant subject (preferred) or HND minimum or equivalent, you will be a Chartered member of a relevant discipline (preferred – ideally qualified QS).
•With excellent communications skills, both written and oral, you have the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence plans. Good team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment.
