The Company:
Our Client is a major operating company, currently involved in some of the largest energy projects in the world.

The Role:
Purpose:
•Works with Event Managers to compile turnaround event budgets and cost estimates for all phases
•Responsible for controlling, forecasting and reporting turnaround event costs in all phases.

Duties and Responsibilities:
• Meets HSE accountabilities/ competencies for the position
• Must understand and is responsible for the practical application of enterprise turnaround Downstream Standards including, but not limited to:

-Downstream Turnaround Work Process
-Turnaround Estimating and Budgeting Recommended Practice
-Turnaround Cost Control Recommended Practice
-Turnaround Finance Standard

•Implements cost management and reporting processes for the T/A execution plan, consistent with the Downstream Turnaround Finance Standard, and Downstream Recommended Practices in Estimating & Budget, and Cost Control.
•Establishes/ complies with the WBS in GSAP/ SAP and Primavera. Responsible for setup of each event WBS in the cost forecasting tool, with proper tracking through work orders and purchase orders
•Responsible for the assembly of budgets for all turnaround events at the site, compliant with the recommended practice. Actual data will come from the individual event teams.
•Responsible for assembling the estimates at each phase for each turnaround event
•Responsible for preparation and assembly of pre-spend budgets (FID IP)
•Responsible for preparation and submittal of required cost reports per department per event for all phases.
•Develops craft composite rates for estimating purposes, if required.
•Responsible for preparation of estimate for proratables for project allocation
•Responsible for proper application of direct field labour and proratable definitions in the recommended practice to each estimate.
•Responsible for integrating scope growth, contingency, addenda, and discovery into the current forecast
•Utilizes and validates force report information during execution, including the gate log IT system.
•Oversees and directs all work activities in the turnaround cost group
•Responsible for validating all invoices per department, ensuring proper coding to required purchase orders, the approval for payment process, and the entering of service entries if required.
•Responsible for reconciliation of cost forecasting tool (PCF) and accounting tool of record (SAP/ GSAP)
•Responsible for closing of each Turnaround WBS to meet Financial Standard requirements including closing POs and Work Orders.
•Defines and categorizes contingency by means of performing a risk assessment using a Monte Carlo approach for estimate quality.
•Sets up Vendor files including billing rates, rate codes, and copies of all contract T&C's that impact cost.
•Assists the Contracts/ Procurement group with contractor reporting requirements and ensures appropriate language is included in all contracts.
•Reviews all PO’s as issued per vendor per resource type and perform T&C analysis
•Assists with training Shell and contractor personnel on reporting requirements and flow processes
•Verifies other committed cost information against contract T&C’s
•Collects from SAP / GSAP all purchased material, warehouse issues, and outside shop costs
•Enters all committed cost data into cost forecasting tool (PCF)
•Enters all on-site contractor labour cost from time sheets or electronic Payroll Summary template.
•Supervises and directs all activities for support staff including Cost Engineers, Cost Administrators, and clerks assigned to Turnaround Planning
•Approves all invoices to insure compliance with approved contract T&C’s and POs then forwards to Imaging.
•Conducts random quantity surveys of daily information received
•Conducts random audits of contractor personnel and compares to field force reports
•Analyzes all cost data, flags troubled areas, communicates all exceptions to budget holders.
•Reports “earned value” and productivity of all key contractors.
•Provides Forecast at Completion (FAC) and Estimate To Complete (ETC) reports in approved format.
•Participates in the Lessons Learned and Look-back process for select turnaround events.
•Is mindful of and continues to look for opportunities to reduce and control both turnaround scope and cost.

Highly demanding and fast paced job, particularly during execution.
Multiple turnaround events being planned and sometimes executed simultaneously
Balancing and delivering results with the stated goal of “no surprises”.
Maintain strong relationship with entire team during times of high demand and stress

Essential Skills / Qualifications:
•5 Years + Experience in planning & executing turnarounds
•10 Years experience in turnaround or project controls
